{"id":826045,"date":"2025-05-29T09:21:07","date_gmt":"2025-05-29T07:21:07","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=826045"},"modified":"2025-05-29T09:21:13","modified_gmt":"2025-05-29T07:21:13","slug":"criminal-syndicates-hitting-south-africas-biggest-employer","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/826045\/criminal-syndicates-hitting-south-africas-biggest-employer\/","title":{"rendered":"Criminal syndicates hitting South Africa&#8217;s biggest employer"},"content":{"rendered":"\n<p>Criminal syndicates have infiltrated all three spheres of government, including departments, agencies, and state-owned entities.<\/p>\n\n\n\n<p>This has led to widespread problems with so-called &#8220;ghost workers&#8221; &#8211; fictitious names on the government&#8217;s payroll who draw salaries and wages at great cost to the fiscus.<\/p>\n\n\n\n<p>The South African government is by far the biggest employer in the country, with approximately 1.3 million individuals on the state&#8217;s payroll.<\/p>\n\n\n\n<p>Over the years, small-scale payroll audits have been conducted in various departments resulting in thousands of ghost workers being identified.<\/p>\n\n\n\n<p>The Department of Public Service and Administration (DPSA), in partnership with the National Treasury, is now seeking to conduct a much larger-scale audit of the state payroll.<\/p>\n\n\n\n<p>The Democratic Alliance, the second largest party in the Government of National Unity (GNU), is pushing for the audit to go even further by doing a comprehensive in-person audit of all public servants.<\/p>\n\n\n\n<p>However, presenting to parliament this week, the DPSA warned that this would be a costly and resource-intensive process.<\/p>\n\n\n\n<p>&#8220;Verification needs to be done on a continuous basis, as appointments and resignations are taking place on a regular basis,&#8221; it said.<\/p>\n\n\n\n<p>&#8220;Collusion and corruption in these verification processes can also not be ruled out.&#8221;<\/p>\n\n\n\n<p>Jan de Villiers, DA MP and the party&#8217;s spokesperson on public service and administration, said that it was evident that corruption was already involved.<\/p>\n\n\n\n<p>Specifically, he said that the DPSA&#8217;s presentation to parliament made it very clear that the issue of ghost employees in the public service is not a matter of administrative oversight or mistake.<\/p>\n\n\n\n<p>&#8220;It is an intentional medium for systemic corruption,&#8221; he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">How criminal syndicates are involved<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/05\/DPSA-minister-Mzamo-Buthelezi.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/05\/DPSA-minister-Mzamo-Buthelezi-1024x576.jpg\" alt=\"\" class=\"wp-image-826048\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/05\/DPSA-minister-Mzamo-Buthelezi-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/05\/DPSA-minister-Mzamo-Buthelezi-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/05\/DPSA-minister-Mzamo-Buthelezi-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/05\/DPSA-minister-Mzamo-Buthelezi.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">DPSA minister, Mzamo Buthelezi<\/figcaption><\/figure>\n\n\n\n<p>The DPSA outlined how inserting a ghost employee into the government salary payment system <strong>requires at least three internal officials to be involved<\/strong>.<\/p>\n\n\n\n<p>To enrol a ghost worker in the system, a department or entity would have to enrol the fictional person in the Personnel and Salary System (Persal) used by all state branches.<\/p>\n\n\n\n<p>Administrative records for every person appointed need to be captured on this system, including salary and benefit details.<\/p>\n\n\n\n<p>Once a user has captured a transaction with a financial impact on the system, authorisation and approval by a different user with the relevant role and responsibilities are required.<\/p>\n\n\n\n<p>&#8220;This ensures that a single person is unable to transact on the system to appoint and pay a person,&#8221; the department said.<\/p>\n\n\n\n<p>Finally, once payments are approved and made, reports are printed out. These must be signed by every individual listed and certified by the responsible managers.<\/p>\n\n\n\n<p>&#8220;<strong>It would only be possible to appoint and pay a person irregularly on the system if all responsible parties within a department collude to capture and authorise irregular transactions<\/strong>, or when users share their system login credentials with others,&#8221; the department said.<\/p>\n\n\n\n<p>De Villiers said that the state&#8217;s problem with ghost workers shows that the current three-tier system is vulnerable to manipulation by criminal syndicates embedded within the public service.<\/p>\n\n\n\n<p>&#8220;While the term &#8216;ghost workers&#8217; suggests fictitious names on payrolls, real individuals are receiving and benefiting from these fraudulent salary payments, and real taxpayer money is being siphoned into private pockets through deceit,&#8221; he said.<\/p>\n\n\n\n<p>He said the DA would push for the Auditor-General of South Africa to start including the matter in the audits they do of government departments and entities.<\/p>\n\n\n\n<p>The DPSA, meanwhile, said it does not think that adding more controls will yield the desired outcome, and instead suggests a greater focus on building a public sector with a high standard of professional ethics.<\/p>\n\n\n\n<p>It said its professionalisation efforts already focus on this area, including greater consequence management to deter unethical conduct.<\/p>\n\n\n\n<p>However, as this project unfolds, it said it will continue collaborating with the National Treasury to detect and identify ghost workers and those involved.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>At least three people have to be involved to load a ghost worker on the government&#8217;s payroll, which suggests criminal syndicates are at work within the state.<\/p>\n","protected":false},"author":10,"featured_media":788637,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[],"class_list":["post-826045","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/826045","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=826045"}],"version-history":[{"count":1,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/826045\/revisions"}],"predecessor-version":[{"id":826049,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/826045\/revisions\/826049"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/788637"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=826045"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=826045"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=826045"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
