{"id":828617,"date":"2025-06-19T09:37:12","date_gmt":"2025-06-19T07:37:12","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=828617"},"modified":"2025-06-19T09:37:18","modified_gmt":"2025-06-19T07:37:18","slug":"presidency-comments-on-r700-million-national-dialogue-cost","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/828617\/presidency-comments-on-r700-million-national-dialogue-cost\/","title":{"rendered":"Presidency comments on R700 million National Dialogue cost"},"content":{"rendered":"\n<p>The Presidency has distanced itself from the estimated R700 million price tag for a National Dialogue set to take place in August this year.<\/p>\n\n\n\n<p>This comes after the projected cost sparked backlash from trade unions, political parties, academics, and civil society groups.<\/p>\n\n\n\n<p>They criticised the costs amidst South Africa&#8217;s current climate of austerity, ailing service delivery, a stagnant economy and deepening inequality.<\/p>\n\n\n\n<p>Very broadly, the National Dialogue is a government-led process proposed by President Cyril Ramaphosa to bring South Africans together to talk about the country\u2019s biggest problems like poverty, unemployment and corruption, and come up with solutions.<\/p>\n\n\n\n<p>The dialogue will unfold in phases, starting with local consultations and culminating in a National Convention on August 15, 2025.<\/p>\n\n\n\n<p>A second convention is planned for early 2026 to formalise a new national compact.<\/p>\n\n\n\n<p>An Eminent Persons Group will guide the process, including Springbok captain Siya Kolisi, Judge Edwin Cameron, peace activist Ela Gandhi, Banyana coach Desiree Ellis, and more.<\/p>\n\n\n\n<p>Ramaphosa said the dialogue builds on South Africa\u2019s tradition of consensus to chart a new development path, with input from all sectors and coordination by government and NEDLAC.<\/p>\n\n\n\n<p>Dialogue Task Team chair Nkosinathi Biko, executive trustee of the Steve Biko Foundation, said in a press briefing that &#8220;democracy is not cheap, building a nation is very costly.&#8221;<\/p>\n\n\n\n<p>&#8220;We&#8217;re going to go to the ministerial committee where we present the draft budget, and then we&#8217;ll workshop that budget and just to pull the provinces, municipalities\u2014you are looking probably at an estimation of more than R700 million.&#8221;<\/p>\n\n\n\n<p>However, this estimation caused a firestorm across trade unions, political parties, academics, and civil society.<\/p>\n\n\n\n<p>ActionSA President Herman Mashaba has called it a wasteful exercise with little promise of meaningful outcomes.<\/p>\n\n\n\n<p>The party argues that funds should instead strengthen the criminal justice system and tackle unemployment.<\/p>\n\n\n\n<p>It also warned that the dialogue risks becoming another PR stunt serving politically connected elites.<\/p>\n\n\n\n<p>However, Biko said that the National Dialogue must avoid becoming \u201cjust another talk shop\u201d amid widespread public cynicism and fatigue.<\/p>\n\n\n\n<p>To address this, Biko stated that an action plan is being developed, incorporating independent, participatory monitoring and evaluation to ensure transparency and accountability.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Nkosinathi-Biko.png\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Nkosinathi-Biko-1024x576.png\" alt=\"\" class=\"wp-image-828630\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Nkosinathi-Biko-1024x576.png 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Nkosinathi-Biko-300x169.png 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Nkosinathi-Biko-768x432.png 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Nkosinathi-Biko.png 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\">Dialogue Task Team chair Nkosinathi Biko. Photo: X\/BikoFoundation<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Presidency responds<\/h2>\n\n\n\n<p>The backlash has led Presidential spokesperson Vincent Magwenya to downplay concerns over the reported R700 million cost, describing these discussions as \u201cpremature\u201d and \u201cunfortunate.\u201d<\/p>\n\n\n\n<p>In an interview on The Morning Brief FM, he said that &#8220;we don&#8217;t have a budget at this point.&#8221;<\/p>\n\n\n\n<p>&#8220;Government is yet to formulate the budget that will then go through all the necessary and stipulated budgetary processes before we can come out to the public and say, here&#8217;s what it&#8217;s going to cost you,\u201d Magwenya said.<\/p>\n\n\n\n<p>Finance minister Enoch Godongwana, in tabling the 2025\/26 national budget, included the dialogue as one of six unfunded spending priorities.<\/p>\n\n\n\n<p>\u201cThis is not&nbsp;President Ramaphosa\u2019s project.
