{"id":829118,"date":"2025-06-24T08:48:11","date_gmt":"2025-06-24T06:48:11","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=829118"},"modified":"2025-06-25T11:18:29","modified_gmt":"2025-06-25T09:18:29","slug":"one-of-south-africas-biggest-employers-faces-shutdown","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/business\/829118\/one-of-south-africas-biggest-employers-faces-shutdown\/","title":{"rendered":"One of South Africa&#8217;s biggest employers faces shutdown"},"content":{"rendered":"\n<p>A potential deadlock over pay increases for South Africa\u2019s automotive sector workers risks shutting down an industry that accounts for more than a fifth of the nation\u2019s manufacturing output, weighing on an already moribund economy. &nbsp;&nbsp;<\/p>\n\n\n\n<p>The National Union of Metalworkers of South Africa, the country\u2019s largest labor group, has demanded employers in the motor industry, which includes component manufacturers and auto retailers, give workers 10% raises ahead of talks that will agree wages for the next three years.<\/p>\n\n\n\n<p>While that\u2019s more than three times the annual inflation rate, it\u2019s the union\u2019s lowest initial ask in at least four negotiation cycles and comes as several headwinds threaten the long-term viability of manufacturing vehicles and components locally. <\/p>\n\n\n\n<p>They include: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Heightened global uncertainty due to fears of a wider war in the Middle East and higher US tariffs; <\/li>\n\n\n\n<li>South Africa\u2019s&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-02-14\/south-africa-said-to-prefer-bilateral-us-trade-deal-over-agoa\" target=\"_blank\" rel=\"noreferrer noopener\">potential exclusion<\/a>&nbsp;from a trade deal that gives African nations preferential access to the world\u2019s biggest economy; <\/li>\n\n\n\n<li>A shift to electric vehicles in key export markets; and <\/li>\n\n\n\n<li>A flood of cheap imports.<\/li>\n<\/ul>\n\n\n\n<p>Separate pay talks with automakers including BMW South Africa and the local units of Toyota and Ford haven\u2019t begun yet and the union has yet to table its demands.<\/p>\n\n\n\n<p>South Africa is the&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-03-09\/race-is-top-factor-in-world-s-most-unequal-nation-report-shows\" target=\"_blank\" rel=\"noreferrer noopener\">world\u2019s most unequal country<\/a>&nbsp;and its economy has barely grown over the past decade. <\/p>\n\n\n\n<p>Still, the automotive sector remains a key driver of output, accounting for about 5% of gross domestic production. <\/p>\n\n\n\n<p>Averting a fourth-consecutive deadlock in pay talks and a potential strike by more than 100,000 workers is seen as key for the survival of an industry that has long been hobbled by electricity-supply constraints and logistics challenges. &nbsp;&nbsp;<\/p>\n\n\n\n<p>\u201cThe economy isn\u2019t performing well and a flat 10% increase along with some of the other challenges will negatively impact the performance of businesses,\u201d said Siyabonga Mthembu, a partner at BDO South Africa. <\/p>\n\n\n\n<p>\u201cInternational companies operating in South Africa\u2019s automotive sector are particularly at risk and will have to consider survival strategies such as market diversification.&#8221;<\/p>\n\n\n\n<p>&#8220;Sometimes, looking at pay in isolation of other factors at play can be very dangerous and I think all the parties need to sit around a table and understand the entire ecosystem.\u201d<\/p>\n\n\n\n<p>Phakamile Hlubi-Majola, Numsa\u2019s spokesperson, has said that asking for an inflation-linked increase in the motor industry is \u201cunrealistic\u201d because its members are struggling to survive.<\/p>\n\n\n\n<p>Representatives for employers associations declined to comment as formal wage negotiations have yet to begin.&nbsp;<\/p>\n\n\n\n<figure class=\"wp-block-image size-full is-resized\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/South-Africa-auto-industry.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"814\" height=\"336\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/South-Africa-auto-industry.jpg\" alt=\"\" class=\"wp-image-829119\" style=\"width:840px;height:auto\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/South-Africa-auto-industry.jpg 814w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/South-Africa-auto-industry-300x124.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/South-Africa-auto-industry-768x317.jpg 768w\" sizes=\"auto, (max-width: 814px) 100vw, 814px\" \/><\/a><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Price-Sensitive Buyers<\/h2>\n\n\n\n<p>A sluggish economy has also driven a shift in the new vehicle market, with consumers increasingly buying&nbsp;<a href=\"https:\/\/www.bloomberg.com\/news\/features\/2025-03-17\/chinese-carmakers-threaten-ford-gm-stellantis-in-global-markets\" target=\"_blank\" rel=\"noreferrer noopener\">imported vehicles<\/a>. <\/p>\n\n\n\n<p>Almost 62% of light vehicles purchased in South Africa last year sold for less than 500,000 rand ($27,588), according to Paulina Mamogobo, the chief economist at Naamsa, The Automotive Business Council. &nbsp;&nbsp;<\/p>\n\n\n\n<p>Industry association data show global trade wars are also weighing on exports, which account for about two thirds of vehicles produced in South Africa. <\/p>\n\n\n\n<p>While higher tariffs imposed by the US on imported vehicles and components only took effect in April, shipments to North America had already declined 73.2% year-on-year in the three months through March.<\/p>\n\n\n\n<p>Given changes in the operating environment, key players in the industry have asked the government to bring forward a review of its production-incentive program and so-called industry master plan to 2025, Mamogobo said. <\/p>\n\n\n\n<p>Naamsa is already working with its members on potential evidence-based solutions to address the challenges they are facing, he added.&nbsp;<\/p>\n\n\n\n<p>Lesego Moshikaro-Amani, a senior economist at Trade &amp; Industrial Policy Strategies urged the government to consider adopting policies that promote local battery production for electric vehicles, mineral processing and refining for the automotive industry and measures to \u201caggressively attract new manufacturers.\u201d&nbsp;<\/p>\n\n\n\n<p>Local manufacturers could also benefit from producing more affordable vehicles, including two and three wheelers, for export into Africa, she said. &nbsp;
