{"id":829302,"date":"2025-06-26T07:00:00","date_gmt":"2025-06-26T05:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=829302"},"modified":"2025-06-26T09:21:08","modified_gmt":"2025-06-26T07:21:08","slug":"crackdown-on-delayed-and-over-budget-infrastructure-projects-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/829302\/crackdown-on-delayed-and-over-budget-infrastructure-projects-in-south-africa\/","title":{"rendered":"Crackdown on delayed and over-budget infrastructure projects in South Africa"},"content":{"rendered":"\n<p>Tourism Minister Patricia de Lille has vowed unannounced site visits to catch underperforming contractors responsible for delayed and over-budget tourism infrastructure projects.<\/p>\n\n\n\n<p>She shared this information on the sidelines of the launch of the <a href=\"https:\/\/businesstech.co.za\/news\/lifestyle\/828905\/dinosaurs-return-to-the-free-state-south-africas-r120-million-dinosaur-centre\/\">Kgodumodumo Dinosaur Interpretation Centre<\/a> in the Free State on 22 June.<\/p>\n\n\n\n<p>De Lille said that while there are many success stories of department-funded tourism infrastructure projects, &#8220;some of them are not in a good state, I must be honest.&#8221;<\/p>\n\n\n\n<p>&#8220;The Deputy Minister and I will be visiting those projects unannounced. I&#8217;m not going to tell them that I&#8217;m coming.&#8221;<\/p>\n\n\n\n<p>&#8220;I want to catch the contractors on site, and they have something to explain because too many infrastructure projects go over time and budget, and we don&#8217;t have that extra budget,&#8221; she said.<\/p>\n\n\n\n<p>De Lille said that after she visits the delayed sites, &#8220;we will explain to the rest of the country some of the other problems and challenges that we&#8217;ve got with infrastructure projects.&#8221;<\/p>\n\n\n\n<p>She added that there are also several exciting tourism infrastructure projects that are going to be launched in the coming months.<\/p>\n\n\n\n<p>There has been a history of stalled or delayed government-funded tourism infrastructure projects, some predating the establishment of Tourism as a standalone Department in 2009.<\/p>\n\n\n\n<p>For example, BusinessTech recently reported how a tourism project in Limpopo, built with R58\u202fmillion of state funds, has remained closed and unused for the past two decades.<\/p>\n\n\n\n<p>In 2015, the Department of Tourism (DoT) began working with the Government Technical Advisory Centre (GTAC), a National Treasury entity, to assess the viability of stalled projects.<\/p>\n\n\n\n<p>In 2018, GTAC found that stalled tourism projects were largely due to funding shortfalls, implementation delays, and poor financial viability.<\/p>\n\n\n\n<p>It recommended a revised project management model with rigorous feasibility studies, better planning, and enhanced collaboration with private and development partners to improve outcomes and prevent future failures.<\/p>\n\n\n\n<p>To improve project implementation, the Department appointed the Development Bank of Southern Africa (DBSA) as its implementing agent in 2020.<\/p>\n\n\n\n<p>Contracted directly by the Department and reporting under Treasury, the DBSA\u2019s agreement has been extended several times, with the current term ending in March 2027.<\/p>\n\n\n\n<p>The DBSA had been tasked with delivering 71 projects under this agreement, with a total budget exceeding R1.17 billion.<\/p>\n\n\n\n<p>On 27 May, the DBSA gave an update to Parliament&#8217;s portfolio committee on tourism on DoT projects managed by them.<\/p>\n\n\n\n<p>They said that they have made notable progress, with 46 of 56 active projects reaching practical completion and 10 more under construction.<\/p>\n\n\n\n<p>To date, R956 million has been committed, and R788 million has been spent, creating over 1,260 job opportunities.<\/p>\n\n\n\n<p>However, the briefing noted that the programme faces persistent delays, cost overruns, and sustainability concerns.<\/p>\n\n\n\n<p>Challenges include non-performing contractors, community unrest, inadequate municipal services, and a lack of post-handover operational planning. Photo: Seth Thorne<\/figcaption><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Not good enough, says the DA<\/h2>\n\n\n\n<p>The Democratic Alliance (DA) has raised its concerns about the DBSA&#8217;s handling of tourism infrastructure projects, citing a \u201cconsistent pattern of delays, cost overruns, and governance failures.\u201d<\/p>\n\n\n\n<p>DA Spokesperson on Tourism and MP Haseena Ismail said that \u201cSouth Africans are not getting value for money,&#8221; despite R788 million already being spent on projects across all nine provinces.<\/p>\n\n\n\n<p>&#8220;Every single one of the 10 tourism infrastructure projects currently under construction is behind schedule.\u201d<\/p>\n\n\n\n<p>\u201cTo make matters worse, DBSA continues to recycle the same project managers,\u201d she added.<\/p>\n\n\n\n<p>Cost overruns remain a major concern, with Ismail citing the Oaks Lodge project in Limpopo as having \u201creached 183% of its original budget, with no clear accountability.\u201d<\/p>\n\n\n\n<p>The DA is calling for a halt on new DBSA-managed projects until proper audits and feasibility studies are completed.<\/p>\n\n\n\n<p>\u201cClear and up-to-date feasibility studies must be conducted for all future projects,\u201d said Ismail, and \u201cpublic-private partnerships must be prioritised, not neglected.\u201d<\/p>\n\n\n\n<p>DoT spokesperson Tasneem Carrim has said that it \u201chas governance structures in place to monitor the planning and implementation progress of the projects.\u201d<\/p>\n\n\n\n<p>\u201cDetailed planning (guided by built environment norms and standards) supported by specialist studies, where required, will inform the implementation of any future infrastructure projects.\u201d<\/p>\n\n\n\n<p>\u201cThe successful completion and operations of the facilities will help to increase the ownership and involvement of communities in the tourism sector,\u201d added Carrim.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Tourism Minister Patricia de Lille has pledged surprise site inspections to hold contractors accountable for delayed and over-budget tourism projects.<\/p>\n","protected":false},"author":101,"featured_media":829384,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[23],"tags":[20764,5642,16660,8039,853,3455],"class_list":["post-829302","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-department-of-tourism","tag-development-bank-of-southern-africa","tag-infrastructure-projects","tag-patricia-de-lille","tag-south-africa","tag-tourism"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/829302","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/101"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=829302"}],"version-history":[{"count":16,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/829302\/revisions"}],"predecessor-version":[{"id":829536,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/829302\/revisions\/829536"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/829384"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=829302"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=829302"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=829302"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
