best medical aid in South Africa that you can&#8217;t join"},"content":{"rendered":"\n<p>Members of Parliament no longer want to be forced to use arguably the best and most comprehensive medical aid plan in the country, Parmed, and will table a new bill to break their chains to the scheme.<\/p>\n\n\n\n<p>Parliament has gazetted its intention to introduce the draft Parliamentary and Provincial Medical Aid Scheme Amendment Bill, 2025, which aims to do away with compulsory participation in Parmed.<\/p>\n\n\n\n<p>Under the current Parliamentary and Provincial Medical Aid Scheme Act, all MPs, judges and members of the executive, including the President and Deputy President, have to be members of Parmed.<\/p>\n\n\n\n<p>The scheme is a closed or restricted scheme which is only open to these members, and differs from the Government Employees Medical Scheme, which is open to other state employees and government workers.<\/p>\n\n\n\n<p>However, the forced participation in the scheme has drawn criticism from some MPs who have complained of rising premiums and &#8220;substantial deductions&#8221; made against their salaries, with no way to opt out or use a different medical scheme.<\/p>\n\n\n\n<p>The new draft amendment bill, which will be tabled as a private members&#8217; bill by ActionSA&#8217;s Dr Tebogo Letlape, looks to change the &#8220;compulsory&#8221; participation to a &#8220;voluntary&#8221; one.<\/p>\n\n\n\n<p>&#8220;The escalating costs of Parmed are a significant concern, as the substantial deductions from the salaries of Parmed members, to cover medical aid contributions, place a financial burden on such members,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;Parmed\u2019s one-size-fits-all approach fails to accommodate the diverse needs of its members, who have varying family sizes and healthcare requirements.&#8221;<\/p>\n\n\n\n<p>Letlape said this lack of flexibility results in inconsistencies and reinforces the argument that a single, compulsory scheme cannot effectively cater to all members.<\/p>\n\n\n\n<p>Despite this, MPs and other members have no alternative but compulsory contributions to Parmed,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;These factors collectively highlight the necessity of legislative amendments to address these shortcomings, ensuring greater fairness, affordability, and choice in the provision of medical services for affected Parmed members.&#8221;<\/p>\n\n\n\n<p>Broadly, the bill aims to amend the principal Act by:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Substituting compulsory membership of the PARMED with voluntary membership;<\/li>\n\n\n\n<li>Substituting certain outdated terminology;<\/li>\n\n\n\n<li>Ensuring that deductions for contributions to Parmed are only made from the salaries of persons who have elected to be members of Parmed;<\/li>\n\n\n\n<li>Providing for transitional arrangements; and<\/li>\n\n\n\n<li>Providing for matters connected therewith.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">One of the best medical aids South Africans can&#8217;t use<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/04\/Chris-Hani-Baragwanath-Hospital.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" href=\"https:\/\/static.pmg.org.za\/181003_Parmed_vs_Competitors_v2.pdf\"><strong>Previous comparisons<\/strong><\/a> done on Parmed versus major medical schemes found that the medical aid offered by the scheme compares exceptionally favourably to open schemes like Discovery, et al.<\/p>\n\n\n\n<p>While its pricing (in 2017) was comparable to Discovery&#8217;s premiums, the Parmed scheme has virtually no limitations and offers comprehensive cover across all categories.<\/p>\n\n\n\n<p>By comparison, schemes like Discovery and Bonitas, et al, have strict limits and certain administrative hoops members have to jump through to make full use of the aid, such as using networked healthcare or getting permission from the scheme before making use of certain features.<\/p>\n\n\n\n<p>The one area where Parmed was less favourably compared was in the age demographics of the scheme, which slants much older due to the average age of the political elite in the country.<\/p>\n\n\n\n<p>Other open schemes have a much younger membership base, which subsidises the claims and use of the funds by the older members.<\/p>\n\n\n\n<p>With a scheme like Parmed, the older membership base increases the cost pressure on other members.<\/p>\n\n\n\n<p>While MPs have been fighting to break away from compulsory participation in Parmed for the sake of their own budgets, other organisations outside the scheme have also supported the move.<\/p>\n\n\n\n<p>However, this is on the grounds that MPs should not use medical services but rather be forced to use public healthcare.<\/p>\n\n\n\n<p>In 2024, unions in the health sector called for the <a href=\"https:\/\/iol.co.za\/news\/south-africa\/2024-02-06-scrap-parmed-scheme-for-government-vips-and-let-ministers-rely-on-public-hospitals-says-union\/\">scrapping of Parmed<\/a> and for new laws to be adopted forcing government officials to exclusively use public healthcare facilities.<\/p>\n\n\n\n<p>They argued at the time that government officials were not incentivised to fix public healthcare and address various shortcomings in the sector because they were afforded the luxury of limitless private care through Parmed.<\/p>\n\n\n\n<p>Incidentally, this <a href=\"https:\/\/businesstech.co.za\/news\/government\/831198\/call-to-make-ramaphosa-and-ministers-use-public-hospitals-and-facilities\/\"><strong>same call was made by Letlape earlier this year<\/strong><\/a>, receiving a positive response from Health Minister Aaron Mostoaledi.<\/p>\n\n\n\n<p>While the draft bill being put forward by Letlape does not seek to force MPs to use public healthcare, it would be a step in breaking the aspect of the law that keeps them locked into a near-limitless medical aid.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Some MPs no longer want
