{"id":841087,"date":"2025-10-27T14:23:42","date_gmt":"2025-10-27T12:23:42","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=841087"},"modified":"2025-10-27T14:23:49","modified_gmt":"2025-10-27T12:23:49","slug":"surprise-vote-of-confidence-for-south-africas-collapsing-economic-capital","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/finance\/841087\/surprise-vote-of-confidence-for-south-africas-collapsing-economic-capital\/","title":{"rendered":"Surprise vote of confidence for South Africa&#8217;s collapsing economic capital"},"content":{"rendered":"\n<p>Johannesburg, South Africa\u2019s richest city and economic hub, received a vote of confidence from Moody\u2019s Ratings despite a record of political dysfunction and wasted spending that\u2019s prompted the national government to threaten to withdraw funding.<\/p>\n\n\n\n<p>The city\u2019s credit ratings reflect \u201cits sound operating performance, moderate debt levels, and a large, diversified local economy, supported by prudent financial management and close monitoring of budget execution and cash flow,\u201d Moody\u2019s analysts Irena Krizkovska and Marie Diron wrote after a review of the city\u2019s finances conducted last month.<\/p>\n\n\n\n<p>\u201cOver the years, the city has consistently maintained positive operating margins and moderate-to-low liquidity ratios,\u201d the analysts said, while acknowledging that Johannesburg faces pressures from infrastructure backlogs and a growing population that have led to rising debt levels.&nbsp;<\/p>\n\n\n\n<p>The Moody\u2019s assessment \u2014 which didn\u2019t constitute a rating action \u2014 seems at odds with the view of South Africa\u2019s national government and business leaders. <\/p>\n\n\n\n<p>In August, Finance Minister Enoch Godongwana\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-08-04\/johannesburg-mayor-asked-to-explain-1-4-billion-of-wasted-funds\" target=\"_blank\" rel=\"noreferrer noopener\">demanded<\/a>\u00a0an explanation for R24.4 billion  of \u201cunauthorised, irregular, fruitless and wasteful expenditure,\u201d and warned the city risks losing government funding unless the money is recouped.<\/p>\n\n\n\n<p>And in September, business leaders said they\u2019ve been discussing with the government whether they can help\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2025-09-26\/south-africa-asks-business-to-help-rescue-ailing-johannesburg\" target=\"_blank\" rel=\"noreferrer noopener\">rescue<\/a>\u00a0Johannesburg from decay. <\/p>\n\n\n\n<p>The city, which is set to host Group of 20 heads of state next month, was R221 billion behind on maintenance and overdue upgrades needed for water, power and road infrastructure last year,\u00a0<a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2024-08-06\/south-africa-johannesburg-continent-s-richest-city-needs-billions-of-dollars\" target=\"_blank\" rel=\"noreferrer noopener\">council documents<\/a>\u00a0seen by Bloomberg showed.<\/p>\n\n\n\n<p>Deteriorating water, power and roads infrastructure in Johannesburg has become a political flashpoint and a symbol of how unstable coalition governments are causing the decline of some of the country\u2019s biggest cities. <\/p>\n\n\n\n<p>The sprawling metropolis of 5 million people accounts for about 16% of South Africa\u2019s gross domestic product and is home to the country\u2019s main stock exchange and many of its biggest companies.<\/p>\n\n\n\n<p>It\u2019s currently run by a coalition led by the African National Congress.
