petrol price cut expected next week"},"content":{"rendered":"\n<p>Month-end data from the Central Energy Fund (CEF) shows that fuel price recoveries in October have cemented in the positive, making cuts for petrol and diesel in November all but certain.<\/p>\n\n\n\n<p>Barring any government interventions or unexpected adjustments\u2014such as changes to the slate levy\u2014the Department of Petroleum and Mineral Resources should be announcing price cuts next week.<\/p>\n\n\n\n<p>The department typically finalises adjustments on the Friday before the changes come into effect, but delays the announcement until the day before they&#8217;re implemented.<\/p>\n\n\n\n<p>The official announcement is expected sometime before implementation on Wednesday, 5 November.<\/p>\n\n\n\n<p>However, given the current over-recoveries for both petrol and diesel, the news should be good for drivers.<\/p>\n\n\n\n<p>Petrol prices have ended the month with an over-recovery of between 51 and 55 cents per litre, while diesel prices are showing an over-recovery of between 18 and 21 cents per litre.<\/p>\n\n\n\n<p>These are the expected changes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Petrol 93:<\/strong> <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">decrease<\/mark> of 55 cents per litre<\/li>\n\n\n\n<li><strong>Petrol 95:<\/strong> <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">decrease<\/mark> of 51 cents per litre<\/li>\n\n\n\n<li><strong>Diesel 0.05% (wholesale):<\/strong>\u00a0<mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">decrease<\/mark> of 21 cents per litre<\/li>\n\n\n\n<li><strong>Diesel 0.005% (wholesale):<\/strong>\u00a0<mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">decrease<\/mark> of 18 cents per litre<\/li>\n\n\n\n<li><strong>Illuminating paraffin:\u00a0<\/strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-cyan-blue-color\">decrease<\/mark> of 1 cent per litre<\/li>\n<\/ul>\n\n\n\n<p>While price recoveries have fluctuated throughout October, they have been fairly stable on the over-recovery side.<\/p>\n\n\n\n<p>This comes despite a late-month spike in global oil prices, which sent the average product prices used to calculate the basic fuel price soaring to month-long highs.<\/p>\n\n\n\n<p>This was undercut by the stronger rand against the US dollar, which was able to mitigate the increase.<\/p>\n\n\n\n<p>Overall, both the oil price and the exchange rate favoured motorists, contributing to over-recoveries on both ends.<\/p>\n\n\n\n<p>The rand has been the more stable positive force, however, staying in the range of R17.30 to the dollar for much of the month.<\/p>\n\n\n\n<p>While the unit has seen some bigger sweeps\u2014testing R17.00\/$ and flying as high as R17.55\/$\u2014these have been driven more by international events and geopolitical tensions, with local markets not adding much to the picture.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/10\/Month-end-fuel-price-assessment-October-2025.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"701\" \/><\/a><\/figure>\n\n\n\n<h2 class=\"wp-block-heading\">Up and down oil markets<\/h2>\n\n\n\n<p>Oil prices have had a chaotic month, trading in a relatively wide range below $60 a barrel and approaching $70 a barrel.<\/p>\n\n\n\n<p>The fluctuations have been driven by a mix of trade tensions between China and the United States, as well as US sanctions on Russian supply.<\/p>\n\n\n\n<p>Generally, prices have dropped as markets price in higher demand amid an expected glut\u2014and the trend reverses when trade tensions and sanctions point to demand decreasing and supply tightening.<\/p>\n\n\n\n<p>According to Bloomberg&#8217;s analysis of the markets, despite the dips and peaks, oil is still headed for a third monthly decline.<\/p>\n\n\n\n<p>It noted that investors are focused on how the US sanctions on Russia will affect flows to India, and whether trade talks with China will revive shipments of American crude to the world&#8217;s second biggest economy.<\/p>\n\n\n\n<p>India has indicated that it won&#8217;t stop importing Russian oil.<\/p>\n\n\n\n<p>US President Donald Trump said China would buy more US energy as part of a wider trade truce but investors are still waiting to see signs that the purchases will materialise. <\/p>\n\n\n\n<p>On the supply side, prices have been hurt by expectations that supply hikes from OPEC+ and rival drillers will drive production above demand. <\/p>\n\n\n\n<p>The International Energy Agency has warned that the surplus in 2026, which analysts have described as a \u201chighly credible scenario\u201d. <\/p>\n\n\n\n<p>The OPEC+ producers\u2019 group, meanwhile, will hold discussions on output policy this week.
