{"id":844634,"date":"2025-11-26T14:11:51","date_gmt":"2025-11-26T12:11:51","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=844634"},"modified":"2025-11-26T14:11:57","modified_gmt":"2025-11-26T12:11:57","slug":"steenhuisen-announces-critical-policy-shift-to-deal-with-outbreak-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/844634\/steenhuisen-announces-critical-policy-shift-to-deal-with-outbreak-in-south-africa\/","title":{"rendered":"Steenhuisen announces critical policy shift to deal with outbreak in South Africa"},"content":{"rendered":"\n<p>The Department of Agriculture has announced that South Africa will move to vaccinate its entire national cattle herd for Foot and Mouth Disease\u2014a massive shift in its response to the national outbreak.<\/p>\n\n\n\n<p>Minister John Steenhuisen made the announcement at the African Farmers Association of South Africa conference north of Pretoria on Wednesday (26 November).<\/p>\n\n\n\n<p>&#8220;The Department of Agriculture has resolved to implement a comprehensive strategy to vaccinate the entire national herd,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;This strategy aims to vaccinate South Africa\u2019s national herd systematically, beginning with the hardest-hit provinces.&#8221;<\/p>\n\n\n\n<p>Reporting from the conference, Chief Economist of the Agricultural Business Chamber of South Africa, Windile Sihlobo, said that the vaccination plan would be a massive undertaking, but was &#8220;courageous&#8221; given the threat of the diseases. <\/p>\n\n\n\n<p>&#8220;We have a national herd of around 7.2 million cattle. Still, this decision is courageous, as it ensures that South Africa protects its cattle herd and can continue its focus on red meat exports,&#8221; Sihlobo said.<\/p>\n\n\n\n<p>However, the economist pointed to challenges around logistics and the availability of vaccines.<\/p>\n\n\n\n<p>&#8220;Currently, South Africa is working to revive the Agricultural Research Council and Onderstepoort Biological Products to produce the essential vaccine. But the path must not end here,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;We must ensure that other private-sector stakeholders are part of vaccine production.&#8221;<\/p>\n\n\n\n<p>Sihlobo said that private labs must be included, as the stakes are incredibly high. He noted that the livestock and poultry industries account for half of South Africa\u2019s farming economy. <\/p>\n\n\n\n<p>&#8220;This undertaking is at the heart of our farming economy.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">&#8216;We are losing the battle&#8217;<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Karan-Beef.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Karan-Beef-1024x576.jpg\" alt=\"\" class=\"wp-image-826592\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Karan-Beef-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Karan-Beef-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Karan-Beef-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/06\/Karan-Beef.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>South Africa has been battling a major FMD outbreak this year, after the country&#8217;s largest feedlot, Karan Beef, reported an outbreak at its Heidelberg facility.<\/p>\n\n\n\n<p>The outbreak was first reported in May 2025 and has since spread to other provinces.<\/p>\n\n\n\n<p>This led to a concerted containment and vaccination drive, with exports closed off and local meat prices rising sharply as a result of lost stocks.<\/p>\n\n\n\n<p>According to Steenhuisen, despite the vaccination of over 930,000 animals over the past three months, uncontrolled animal movement has been undermining containment efforts.<\/p>\n\n\n\n<p>While progress has been made, the current trajectory is not acceptable.<\/p>\n\n\n\n<p>&#8220;We must be honest with the public and with our farming sector.
