{"id":845157,"date":"2025-12-02T07:00:00","date_gmt":"2025-12-02T05:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=845157"},"modified":"2025-12-02T06:50:46","modified_gmt":"2025-12-02T04:50:46","slug":"mafia-taking-over-south-africas-richest-city","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/845157\/mafia-taking-over-south-africas-richest-city\/","title":{"rendered":"Mafia taking over South Africa&#8217;s richest city"},"content":{"rendered":"\n<p>Johannesburg is showing clear signs that the construction mafia is tightening its grip on the city, and that escalating intimidation, threats, and violence against councillors have made parts of the metro effectively ungovernable.<\/p>\n\n\n\n<p>Speaking about her resignation, which takes effect on 30 November, Former ward 102 councillor Lucinda Harman <strong><a href=\"https:\/\/www.youtube.com\/watch?v=r7nLkeZTG8Y\" target=\"_blank\" rel=\"noreferrer noopener\">said<\/a><\/strong> she is shocked that the media has never caught on to how many councillors are being murdered.<\/p>\n\n\n\n<p>She described a disturbing pattern of attending council memorial sessions after memorial sessions, and it has become a significant problem.<\/p>\n\n\n\n<p>According to Harman, the city is so poorly managed, and governance has deteriorated so sharply that serious threats to councillors\u2019 lives are ignored.<\/p>\n\n\n\n<p>\u201cEverything just falls on deaf ears, nobody\u2019s prepared to take action because everything\u2019s just collapsing around,\u201d she said.<\/p>\n\n\n\n<p>Harman explained that after months of intimidation, dysfunction, and ongoing threats, her mental and physical health declined dramatically.&nbsp;<\/p>\n\n\n\n<p>\u201cIt became impossible to do my work as a ward councillor. I was tired of intimidation, I was tired of the dysfunctionality, and these threats that go on and on and on,\u201d she said.&nbsp;<\/p>\n\n\n\n<p>After spending two weeks in hospital, she realised \u201cit was time to resign.\u201d She noted that the biggest danger comes from the construction mafia.&nbsp;<\/p>\n\n\n\n<p>\u201cWherever there are projects, you\u2019ve got the biggest risk of a councillor being murdered,\u201d Harman said.<\/p>\n\n\n\n<p>Her ward includes the Randburg CBD, Bryanston, Willow Wild and Blairgowrie. However, she stressed Randburg and Blairgowrie have been the worst affected.&nbsp;<\/p>\n\n\n\n<p>\u201cIf there are projects in an area, that councillor is the one at risk of being murdered, and it\u2019s the construction mafia behind all of it.\u201d<\/p>\n\n\n\n<p>She added that \u201chostile political parties are in on the scheme\u201d and are contributing to the problem.<\/p>\n\n\n\n<p>Despite raising these issues repeatedly, Harman said she was met with silence. She explained that a full council meeting on the safety of councillors produced no action.&nbsp;<\/p>\n\n\n\n<p>\u201cThey\u2019ve been sitting with the council protection policy since 2021. It\u2019s just discussion after discussion. There\u2019s no implementation,\u201d she said. She also described the repeated threats made directly to her.&nbsp;<\/p>\n\n\n\n<p>\u201cOn the phone, I\u2019ve been told a number of times to watch your back, we\u2019re coming for you if you don\u2019t get the projects our way, if you don\u2019t bend to our rules, then you better be careful.\u201d<\/p>\n\n\n\n<p>She said these calls always come at moments when she can\u2019t record them, but she knows exactly who the perpetrators are.<\/p>\n\n\n\n<p>\u201cLocal police refused to help me. I ended up going to provincial police, and they were meant to refer me to the Hawks, which never happened,\u201d she said.<\/p>\n\n\n\n<p>While she lives in a secure area, Harman remains constantly aware that her life has been at risk for months.<\/p>\n\n\n\n<p>Stepping down as a councillor means she will technically lose even the limited protection councillors are supposed to have.<\/p>\n\n\n\n<p>However, as she put it, they\u2019ve had no protection anyway, so she\u2019s not missing out on that. Political parties outside of those governing Johannesburg have also failed to act.<\/p>\n\n\n\n<p>\u201cI don\u2019t think anyone\u2019s taking it seriously\u2026 everyone just thinks we all must get on with our job and not rock the boat,\u201d she said.<\/p>\n\n\n\n<p>Harman highlighted that she has been raising the alarm since April, warning that the situation was spiralling into a full-blown crisis.&nbsp;<\/p>\n\n\n\n<p>Now, she believes the city has reached a breaking point. \u201cIt\u2019s too far gone,\u201d she said.
