He noted that from November through January, the port lost about 915 hours due to extreme wind conditions.

This is compared with about 479 hours during the same period the previous year. “So that’s a 91% increase in terms of the hours that we have lost to wind,” Mdaki said.

He added that this has made it impossible for the terminal to work when the wind is quite high, which has impacted its ability to service.

Mdaki stressed that it is not only the frequency of disruptions that has worsened, but also their severity.

According to Mdaki, the port has experienced wind speeds reaching levels that effectively shut down operations.

“We are seeing 120km/h winds, so it’s quite high, and it makes it impossible to continue with the operations,” he said.

He explained that while Transnet invested last year in new rubber-tyred gantry cranes capable of operating in winds of up to 90km/h, “under the conditions that we are experiencing, even those new RTGs will not be able to operate.”

The impact on exporters has been severe, particularly for industries dependent on tight shipping windows.

Transnet is working closely with the affected sectors

Jabu Mdaki, chief executive of Transnet Port Terminals

Mdaki said Transnet has been forced to work closely with affected sectors to limit the damage. “We are working very closely with the industry to look for solutions and to coordinate our efforts,” he said.

One of the key contingency measures has been diverting vessels away from Cape Town.

“There have been diversions of the vessels to our Eastern Cape terminals, which are Ngqura Container Terminal and the Port Elizabeth Container Terminal, and that has served us quite well,” Mdaki said.

At the same time, Transnet has focused on squeezing as much output as possible from clear-weather days.

Mdaki added that TPT has stepped up coordination with industry stakeholders, holding “weekly updates with the industry” and working closely with the Container User Forum to benchmark global best practices.

Looking ahead, he said Transnet remains committed to Cape Town despite its exposure to wind.

“We have invested quite extensively in this port,” Mdaki said, pointing to accelerated plans to replace ageing ship-to-shore cranes.
