{"id":856451,"date":"2026-04-09T16:04:06","date_gmt":"2026-04-09T14:04:06","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=856451"},"modified":"2026-04-09T16:04:09","modified_gmt":"2026-04-09T14:04:09","slug":"plan-to-blacklist-more-south-african-companies-with-52-already-confirmed","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/856451\/plan-to-blacklist-more-south-african-companies-with-52-already-confirmed\/","title":{"rendered":"Plan to blacklist more South African companies &#8211; with 52 already confirmed"},"content":{"rendered":"\n<p>Public Works and Infrastructure Minister Dean Macpherson has reiterated his department\u2019s clampdown on non-compliant contractors, with 52 already blacklisted, and more are likely to follow.&nbsp;<\/p>\n\n\n\n<p>Speaking in an interview with <a href=\"https:\/\/iono.fm\/e\/1664017\" target=\"_blank\" rel=\"noreferrer noopener\">HOT1027FM<\/a>, Macpherson said the government\u2019s blacklisting of 52 companies is part of a much broader effort to clean up public procurement.<\/p>\n\n\n\n<p>The aim is to tighten oversight and stop underperforming contractors from continuing to win state work.<\/p>\n\n\n\n<p>Macpherson explained that the blacklisted firms were removed for various failures, which included failures to adhere to the contracts to which they were appointed and work quality issues.<\/p>\n\n\n\n<p>In some issues, companies and their staff simply walked off-site and didn\u2019t complete the contracted projects.<\/p>\n\n\n\n<p>He said the problems differ from case to case, but argued that at the heart of all is project management.<\/p>\n\n\n\n<p>\u201cIt\u2019s a result, in my assessment, of a failure to project manage, not only the development itself, but also the various contractors involved,\u201d he said.&nbsp;<\/p>\n\n\n\n<p>He said the scale of the latest action shows how much tougher enforcement has become. \u201cBetween 2002 and 2024, only two contractors had been blacklisted by the Construction Industry Development Board,\u201d he said.<\/p>\n\n\n\n<p>\u201cIn the last 18 months, we have now blacklisted 52.\u201d According to Macpherson, this shows a lot more work is being done to ensure that we derive value for money.&nbsp;<\/p>\n\n\n\n<p>Macpherson said contractors doing public work should view it as an act of service and something to be proud of, rather than just a demand or expectation.<\/p>\n\n\n\n<p>However, he added that improving outcomes will require far stronger project controls from the start. \u201cIf we properly manage these projects, then those warning signs will be there,\u201d he said.<\/p>\n\n\n\n<p>He also flagged government payment practices as part of the problem, and said the use of large upfront payments can leave the state exposed.<\/p>\n\n\n\n<p>\u201cThis thing of prepayments also baffles me. We do prepayments sometimes in large amounts of money, and then we wonder why people don\u2019t deliver,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Blacklisting the tip of the iceberg <\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1-1024x576.jpg\" alt=\"\" class=\"wp-image-856463\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1-1536x864.jpg 1536w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Dean-Macpherson-1.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Public Works and Infrastructure Minister Dean Macpherson<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>He said the government needs a better system that can both support contractors and \u201cprotect our interests, which is the money that taxpayers give us to build these projects.<\/p>\n\n\n\n<p>On concerns that blacklisted firms may simply reappear under new names, Macpherson said the department is trying to close that loophole.&nbsp;<\/p>\n\n\n\n<p>\u201cWe then submit the names of the companies and the directors to the National Treasury, so that we ensure that they aren\u2019t able to resurface somewhere else,\u201d he said.<\/p>\n\n\n\n<p>He added that, through the construction action plan adopted with all nine provinces last year, this information is also shared across provincial governments through a database.&nbsp;<\/p>\n\n\n\n<p>Macpherson said the blacklisting of 52 companies is only one part of a much larger reform agenda.<\/p>\n\n\n\n<p>\u201cWe will be looking at the entire value chain from procurement to award and to completion.
