{"id":858724,"date":"2026-04-29T11:48:07","date_gmt":"2026-04-29T09:48:07","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=858724"},"modified":"2026-04-29T14:22:43","modified_gmt":"2026-04-29T12:22:43","slug":"one-of-south-africas-largest-bakeries-pays-r1-million-to-get-its-power-switched-back-on","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/858724\/one-of-south-africas-largest-bakeries-pays-r1-million-to-get-its-power-switched-back-on\/","title":{"rendered":"One of South Africa&#8217;s largest bakeries gets cut off"},"content":{"rendered":"\n<p>The City of Tshwane disconnected the Albany Bakery in Waltloo this week, claiming it owed over R1 million in bills. <\/p>\n\n\n\n<p>On Wednesday, 29 April, Tshwane mayor Nasiphi Moya <a href=\"https:\/\/x.com\/nasiphim\/status\/2049398258301100079?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">thanked<\/a> the Albany Bakery for honouring its debt, and noted that the city will reconnect the facility&#8217;s electricity.<\/p>\n\n\n\n<p>However, in response to the mayor&#8217;s post, Tiger Brands, which owns the bakery, said the city&#8217;s and the mayor&#8217;s claims of unpaid bills were incorrect.<\/p>\n\n\n\n<p>&#8220;The Executive Mayor published a social media post indicating that the Bakery\u2019s power was disconnected due to the site allegedly being in arrears with the City of Tshwane,&#8221; Tiger Brands said. <\/p>\n\n\n\n<p>&#8220;She later reported that power had been restored as the business \u2018honoured its debt\u2019. This information is in fact incorrect,&#8221; it added. <\/p>\n\n\n\n<p>The group said it can confirm that Albany Waltloo Bakery\u2019s account with the City of Tshwane has been in good standing and up to date since 10 April 2026.<\/p>\n\n\n\n<p>Tiger Brands confirmed this with the municipality and provided proof that the account was up to date. <\/p>\n\n\n\n<p>Following the correction of the municipality\u2019s error, power to the site was restored on Wednesday, 29 April.<\/p>\n\n\n\n<p>The company also added that it has since been in touch with the Mayor to ensure she corrects her statements.<\/p>\n\n\n\n<p>The Albany Bakery Waltloo is a major production facility operated by Tiger Brands, producing fresh bread, rolls, and baked goods for South Africa and other regions.<\/p>\n\n\n\n<p>Tiger Brands is South Africa&#8217;s largest manufacturer of fast-moving consumer goods (FMCG), with over 100 years of history and a wide range of iconic food, beverage, home, and personal care brands.<\/p>\n\n\n\n<p>Headquartered in Johannesburg, it serves South Africa and exports to over 22 African countries, operating 34 manufacturing plants\u2014including the Albany Bakery in Waltloo.<\/p>\n\n\n\n<p>The Albany Bakery is considered one of the largest and most significant commercial baking facilities in South Africa.<\/p>\n\n\n\n<p>Its disconnection forms part of a broader crackdown on unpaid municipal bills, with the city increasingly willing to act against both residential and commercial defaulters through its Tshwane Ya Tima revenue-collection campaign.<\/p>\n\n\n\n<p>The municipality said the campaign is aimed at enforcing payment discipline across all categories of consumers.<\/p>\n\n\n\n<p>\u201cThe Tshwane Ya Tima revenue-collection campaign seeks to disconnect services to defaulting clients who run up high service bills and fail to pay the City,\u201d it said.<\/p>\n\n\n\n<p>The city added that the initiative casts a wide net, targeting businesses, individual households, and residential estates alike.<\/p>\n\n\n\n<p>Authorities have also warned that the campaign goes beyond simple disconnections. \u201cAlong with the disconnections, the City also imposes steep fines for meter tampering and illegal connections,\u201d it said.<\/p>\n\n\n\n<p>The city also warned that if customers are not able to pay their bills, they should come forward and make payment arrangements to avoid disconnection.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">City-wide crackdown <\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1-1024x576.jpg\" alt=\"\" class=\"wp-image-858727\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1-1536x864.jpg 1536w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Albany-1.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>The disconnection of the Albany Bakery follows the recent disconnection of a popular shopping centre in Pretoria.&nbsp;<\/p>\n\n\n\n<p>On Monday, 20 April, Tshwane mayor Nasiphi Moya <a href=\"https:\/\/businesstech.co.za\/news\/government\/857976\/city-of-tshwane-cuts-off-shopping-centre-over-unpaid-bills\/\" target=\"_blank\" rel=\"noreferrer noopener\">announced<\/a> that the city had disconnected services to Heracles Prime Property, which includes the Jean Village shopping centre in Centurion.&nbsp;<\/p>\n\n\n\n<p>According to Moya, the property owner owes the municipality around R3 million in outstanding bills.<\/p>\n\n\n\n<p>In a separate operation, the city also cut services to a property in Akasia, which houses the Galpini Village apartments.&nbsp;<\/p>\n\n\n\n<p>In that case, the owner owed the city R718,000, prompting the Revenue Protection Unit to cut its electricity supply.<\/p>\n\n\n\n<p>In her recent State of the Capital Address, Moya said the metro has prioritised restoring financial discipline, rebuilding credible budgets, and strengthening internal controls.<\/p>\n\n\n\n<p>Revenue collection efforts, including the Tshwane Ya Tima campaign, have been coupled with improvements in billing accuracy and attempts to rebuild trust with residents.<\/p>\n\n\n\n<p>According to Moya, these interventions are starting to show results. Cash-backed reserves have grown significantly, rising from R835 million to over R1.9 billion.<\/p>\n\n\n\n<p>However, the campaign has drawn criticism from opposition parties. The Democratic Alliance <a href=\"https:\/\/dagauteng.org.za\/2026\/04\/tshwanes-coalition-of-corruption-declares-the-city-has-no-water-crisis-during-state-of-the-city-address\" target=\"_blank\" rel=\"noreferrer noopener\">argued<\/a> that the city\u2019s overall performance has been dismal.<\/p>\n\n\n\n<p>\u201cSince 2024, revenue collection in Tshwane has dropped from 93% of billings to 83%.
