{"id":858751,"date":"2026-04-29T15:36:02","date_gmt":"2026-04-29T13:36:02","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=858751"},"modified":"2026-04-29T16:43:49","modified_gmt":"2026-04-29T14:43:49","slug":"major-international-group-pulling-out-of-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/banking\/858751\/major-international-group-pulling-out-of-south-africa\/","title":{"rendered":"Important international group pulling out of South Africa"},"content":{"rendered":"\n<p>The Financial Services Conduct Authority (FSCA) and the Reserve Bank&#8217;s Prudential Authority (PA) have given notice that Moody&#8217;s Investor Services South Africa is being deregistered in the country.<\/p>\n\n\n\n<p>Moody&#8217;s Investor Service South Africa (MIS SA) officially renounced its registration as an eligible External Credit Assessment Institution (ECAI), leading to a notice from the FSCA on 16 April 2026.<\/p>\n\n\n\n<p>Moody\u2019s has a long history in South Africa, having assigned a sovereign rating to South Africa since 1994.<\/p>\n\n\n\n<p>Over the decades, the group has been closely involved in the development of the South African debt capital markets and established a presence in the country in 2003.<\/p>\n\n\n\n<p>MIS SA is a local operation for the wider group, reporting to a regional head of the EMEA region. It is a provider of credit ratings, research and credit risk analysis in South Africa.<\/p>\n\n\n\n<p>MIS SA\u2019s application to be registered as a credit rating agency was approved by the then Financial Services Board on 6 May 2014.<\/p>\n\n\n\n<p>The recognition allowed South African banks to use credit ratings issued by MIS SA\u2014also referred to as Moody\u2019s Ratings SA\u2014for risk-weighting purposes.<\/p>\n\n\n\n<p>Since 2020, MIS SA has maintained credit ratings on a range of government-related issuers, municipalities, and their debt obligations.<\/p>\n\n\n\n<p>According to the FSCA, MIS SA&#8217;s registration under the Credit Rating Services Act has now been cancelled.<\/p>\n\n\n\n<p>However, the authority noted that the group&#8217;s credit ratings may still be used for regulatory purposes for an extended period.<\/p>\n\n\n\n<p>This was detailed by a subsequent notice from the PA to South Africa&#8217;s banks, saying that they may continue to use the external credit ratings issued by MIS SA for 24 months.<\/p>\n\n\n\n<p>The derecognition of Moody&#8217;s Ratings South Africa as an eligible ECAI in South Africa is effective 24 months from the date of publication of the FSCA&#8217;s notice (ie, to 16 April 2028).<\/p>\n\n\n\n<p>&#8220;After [this period], the PA intends to issue an updated Directive on Matters relating to eligible ECAIs&#8230;to effect the derecognition of Moody\u2019s Ratings SA.&#8221;<\/p>\n\n\n\n<p>The FSCA explained in its initial notice that MIS SA informed the authority that it no longer wanted to be registered as a credit rating agency in South Africa. <\/p>\n\n\n\n<p>The Prudential Authority <a href=\"https:\/\/mybroadband.co.za\/news\/banking\/644277-global-credit-ratings-agency-pulling-out-of-south-africa.html\"><strong>was consulted by the FSCA<\/strong><\/a> before the authority issued the deregistration.<\/p>\n\n\n\n<p>Moody\u2019s Ratings SA must now also notify all rated entities and issuers that it is no longer registered as a credit rating agency in South Africa.<\/p>\n\n\n\n<p>According to the PA, South Africa is among the Basel Committee on Banking Supervision member jurisdictions that permit the use of external credit ratings for determining a bank\u2019s minimum required regulatory capital and reserve funds for credit risk.<\/p>\n\n\n\n<p>The external credit ratings that are allowed to be used for capital purposes must be issued by credit rating agencies which are recognised as ECAIs by national supervisors. <\/p>\n\n\n\n<p>Banks are required to map their exposures to ratings issued by eligible ECAIs, in accordance with the country&#8217;s regulations.<\/p>\n\n\n\n<p>Moody&#8217;s Ratings South Africa is no longer one of these.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Finance authorities have given notice that Moody&#8217;s local operation is being deregistered in South Africa.<\/p>\n","protected":false},"author":10,"featured_media":858768,"comment_status":"open","ping_status":"closed","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[961],"tags":[15212,25306,20355],"class_list":["post-858751","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-banking","tag-fsca","tag-moodys-ratings-sa","tag-prudential-authority"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/858751","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=858751"}],"version-history":[{"count":2,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/858751\/revisions"}],"predecessor-version":[{"id":858778,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/858751\/revisions\/858778"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/858768"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=858751"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=858751"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=858751"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
