{"id":861110,"date":"2026-05-22T08:30:00","date_gmt":"2026-05-22T06:30:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=861110"},"modified":"2026-05-22T08:05:38","modified_gmt":"2026-05-22T06:05:38","slug":"government-parking-lot-being-turned-into-private-apartments-in-cape-town","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/861110\/government-parking-lot-being-turned-into-private-apartments-in-cape-town\/","title":{"rendered":"Government parking lot being turned into private apartments in Cape Town"},"content":{"rendered":"\n<p>The City of Cape Town\u2019s Mayoral Committee has approved plans for affordable housing and mixed-use development on a municipal parking lot at the Cape Town Civic Centre.<\/p>\n\n\n\n<p>The site is currently used as an open-air parking facility for staff, but it has been identified as having much greater potential for mixed-use development.&nbsp;<\/p>\n\n\n\n<p>This includes opportunities for residential, commercial, retail, and public space enhancements.<\/p>\n\n\n\n<p>Strategically situated within Cape Town\u2019s CBD Foreshore precinct, the site is adjacent to the City\u2019s Civic Centre complex and is in close proximity to major public transport infrastructure.<\/p>\n\n\n\n<p>&#8220;We are recommending that this parking lot be released by the City to unlock yet another affordable housing development right in the heart of the inner-city,&#8221; said Mayor Geordin Hill-Lewis.<\/p>\n\n\n\n<p>&#8220;The development should also offer mixed-use opportunities, for shops, offices, parking and so on. This is how we are making under-used public assets work for Capetonians with a broader land release pipeline of over 12,000 affordable housing units,&#8221; he said.<\/p>\n\n\n\n<p>The redevelopment project is expected to provide long-term benefits, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Estimated sale income of R230 million, along with R50 million in annual rates and services revenue to support service delivery.<\/li>\n\n\n\n<li>An estimated R1.5 billion in private sector investment for the Central Business District (CBD).<\/li>\n\n\n\n<li>The creation of 3,500 jobs in the construction and related sectors during both the construction phase and the ongoing life cycle of the development.<\/li>\n\n\n\n<li>Opportunities for residential housing, including affordable options.<\/li>\n\n\n\n<li>Continued regeneration of the Foreshore precinct.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\">Part of a bigger plan<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3-1024x576.jpg\" alt=\"\" class=\"wp-image-856185\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3-1536x864.jpg 1536w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/cape-town-3.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>&#8220;This project demonstrates the City\u2019s commitment to acting in the best interests of the public,&#8221; said&nbsp; Mayoral Committee Member for Economic Growth Alderman James Vos.<\/p>\n\n\n\n<p>&#8220;We are prepared to release underutilised City-owned assets where this can unlock far greater value for the economy, create jobs, attract investment and improve the urban environment,\u201d said Vos.<\/p>\n\n\n\n<p>\u201cThis Civic Centre parking site presents a unique opportunity to support inclusive growth while ensuring that well-located public land is used more efficiently for the benefit of all residents,\u2019 he said.<\/p>\n\n\n\n<p>He said that the City\u2019s Human Settlements department will support planning processes for this site to maximise affordable housing opportunities resulting from this development.&nbsp;<\/p>\n\n\n\n<p>This initiative is part of several inner-city land releases that will collectively provide thousands of well-located affordable units over time.<\/p>\n\n\n\n<p>Other locations include the City\u2019s Fruit &amp; Veg site on Roeland Street, Harrington Square, and additional sites in Woodstock and Salt River.<\/p>\n\n\n\n<p>The City is also supporting provincially-led projects on Buitengracht Street and at Artscape.<\/p>\n\n\n\n<p>Councillor Carl Pophaim, the Mayoral Committee Member for Human Settlements, stated that this initiative represents a significant step forward in addressing housing needs.<\/p>\n\n\n\n<p>Following the Mayoral Committee\u2019s recommendation, the report will be submitted to the Council for consideration on 27 May 2026.<\/p>\n\n\n\n<p>Subject to Council approval, the City will initiate a formal public participation process.
