{"id":863224,"date":"2026-06-10T10:30:00","date_gmt":"2026-06-10T08:30:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=863224"},"modified":"2026-06-10T10:05:47","modified_gmt":"2026-06-10T08:05:47","slug":"major-work-from-home-proposal-officially-tabled-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/863224\/major-work-from-home-proposal-officially-tabled-in-south-africa\/","title":{"rendered":"Major work-from-home proposal officially tabled in South Africa"},"content":{"rendered":"\n<p>The Public Servants Association (PSA) has officially tabled a proposal to implement hybrid work schedules and other measures for public-sector workers in South Africa.<\/p>\n\n\n\n<p>The union, which represents more than 245,000 public servants, pensioners, and state employees, has urged the government to adopt the policy.<\/p>\n\n\n\n<p>The proposal was tabled by the PSA at the recent Public Service Coordinating Bargaining Council (PSCBC) meeting, pushing for the implementation of a hybrid-work model across the public service.<\/p>\n\n\n\n<p>&#8220;This proposal is based on the fact that public servants are facing unprecedented financial pressure,&#8221; the union said.<\/p>\n\n\n\n<p>This is being driven by continuous increases in fuel prices, rising medical-aid contributions, escalating food prices, electricity costs, and other living expenses.<\/p>\n\n\n\n<p>&#8220;These increases are significantly eroding the purchasing power of public servants who recently received a salary adjustment of only 4%, falling far short of addressing the realities of the current cost-of-living crisis.&#8221;<\/p>\n\n\n\n<p>The PSA said that the introduction of a structured hybrid work-from-home policy, where operationally feasible, can provide immediate relief to thousands of public servants who are forced to absorb increasing transport costs simply to report for duty.<\/p>\n\n\n\n<p>It said that, every month, employees are required to spend a substantial portion of their salaries on fuel and commuting expenses, placing immense strain on household finances. <\/p>\n\n\n\n<p>It added that the model has already been trialled and proven effective, pointing to the policies put in place during the COVID-19 pandemic.<\/p>\n\n\n\n<p>This &#8220;proved beyond doubt&#8221; that remote and hybrid-work arrangements are practical and effective.<\/p>\n\n\n\n<p>&#8220;During that period, public servants continued to provide critical services whilst working remotely, proving that productivity and service delivery can be maintained through flexible work arrangements where the nature of work permits,&#8221; it said.<\/p>\n\n\n\n<p>&#8220;The implementation of a hybrid-work model would not only benefit employees but would also generate significant savings for the government,&#8221; it argued.<\/p>\n\n\n\n<p>This would come through reduced occupancy of office buildings, which would lower expenditure on electricity, water consumption, office maintenance, and other operational costs. <\/p>\n\n\n\n<p>&#8220;This makes the proposal a cost-neutral intervention that can be implemented without placing additional financial pressure on the government,&#8221; it said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Remote work doesn&#8217;t work for everyone<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/04\/empty-office-.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"683\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/04\/empty-office--1024x683.jpg\" alt=\"\" class=\"wp-image-768689\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/04\/empty-office--1024x683.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/04\/empty-office--300x200.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/04\/empty-office--768x512.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2024\/04\/empty-office-.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>While work-from-home policies have been floated by many in government and even the private sector as a possible solution to the recent fuel price spikes, they come with the caveat that not all workers qualify.<\/p>\n\n\n\n<p>The PSA acknowledged that certain categories of employees, particularly frontline and essential service workers, may not be able to benefit from hybrid work arrangements.<\/p>\n\n\n\n<p>However, in such instances, the union suggested that the government should engage organised labour to explore alternative measures. <\/p>\n\n\n\n<p>Some of these measures include negotiating additional leave days, transport support mechanisms, or other appropriate forms of compensation.<\/p>\n\n\n\n<p>&#8220;The government has an opportunity to demonstrate its commitment to employee wellbeing by embracing innovative and practical workplace solutions that have already proven successful,&#8221; the union said.<\/p>\n\n\n\n<p>&#8220;The PSA is committed to constructive engagement on this matter and urges the government to place this issue on the agenda for urgent consideration.&#8221;<\/p>\n\n\n\n<p>South Africa is expected to see another month of higher inflation in May, following a rise recorded by Stats SA in April.<\/p>\n\n\n\n<p>April inflation hit 4.0% y\/y due to the sharp rise in fuel prices that month as a result of the US-Iran War.<\/p>\n\n\n\n<p>Fuel prices in May saw another large increase, with June adding the pain for petrol in particular.
