{"id":866799,"date":"2026-07-20T10:30:00","date_gmt":"2026-07-20T08:30:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=866799"},"modified":"2026-07-20T10:22:07","modified_gmt":"2026-07-20T08:22:07","slug":"ramaphosa-banks-on-new-state-owned-company-and-new-laws-for-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/866799\/ramaphosa-banks-on-new-state-owned-company-and-new-laws-for-south-africa\/","title":{"rendered":"Ramaphosa banks on new state-owned company and new laws for South Africa"},"content":{"rendered":"\n<p>President Cyril Ramaphosa says a new state-owned entity, the National Water Resources Infrastructure Agency, and new laws in the Water Services Amendment Bill will help South Africa&#8217;s water crisis.<\/p>\n\n\n\n<p>In his latest letter to the nation, the president reflected on the need to expand access to safe and reliable water to underserved communities across South Africa. <\/p>\n\n\n\n<p>The country has been facing mounting water issues, be it scarcity, the collapse of municipal infrastructure, or poor-quality water, as reflected in the Blue and Green Drop water reports.<\/p>\n\n\n\n<p>South Africa&#8217;s water crisis is not simply an access issue, but also a health issue.<\/p>\n\n\n\n<p>Communities that lack access to reliable and clean water sources often turn to other avenues, such as rivers or streams, which have resulted in the outbreak of disease, such as cholera.<\/p>\n\n\n\n<p>In such cases, as in the Hammanskraal community, lives have been lost.<\/p>\n\n\n\n<p>&#8220;Parts of our country are experiencing worsening water shortages and deteriorating water quality. In some places, ageing water infrastructure has collapsed,&#8221; the president said.<\/p>\n\n\n\n<p>According to Ramaphosa, resolving South Africa&#8217;s various water crises is a key priority, and one that has been touted since the State of the Nation Address earlier in the year.<\/p>\n\n\n\n<p>He said the government has launched several initiatives to drive this, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Launching the National Water Access Acceleration Programme<\/li>\n\n\n\n<li>Establishing the National Water Crisis Committee<\/li>\n\n\n\n<li>Establishing the National Water Action Plan<\/li>\n\n\n\n<li>Establishing a new SOE in the National Water Resources Infrastructure Agency<\/li>\n\n\n\n<li>Drafting new laws in the Water Services Amendment Bill<\/li>\n<\/ul>\n\n\n\n<p>Ramaphosa said that the <strong>National Water Crisis Committee <\/strong>is focused on strengthening municipal water and sanitation services, increasing water infrastructure investment, reforming water sector institutions, improving the legal and regulatory framework, and addressing corruption and criminality in the sector.<\/p>\n\n\n\n<p>The <strong>National Water Action Plan<\/strong>, meanwhile, brings together national, provincial and local government, water boards, regulators and water service authorities around a single programme of action, with clear responsibilities and timelines.<\/p>\n\n\n\n<p>&#8220;A number of immediate interventions are already being implemented, including rolling out emergency infrastructure projects such as the boreholes,&#8221; he said.<\/p>\n\n\n\n<p>&#8220;These will continue to be expanded to reach more communities.&#8221;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">New state-owned entity coming<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse-1024x576.jpg\" alt=\"\" class=\"wp-image-866401\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse-1536x864.jpg 1536w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/07\/Leak-collapse.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>However, underpinning the government&#8217;s plans is the launch of a new state-owned entity\u2014the <strong>National Water Resources Infrastructure Agency<\/strong>\u2014to coordinate investment in bulk water infrastructure.<\/p>\n\n\n\n<p>This is part of continued legislative and regulatory reform, the president said.<\/p>\n\n\n\n<p>Ramaphosa said that households and businesses experiencing water shortages and outages &#8220;have had enough&#8221; and are justifiably angry and tired of waiting for the government services.<\/p>\n\n\n\n<p>He added that an important facet of the reforms is also holding officials accountable for failures and collapse.<\/p>\n\n\n\n<p>&#8220;We must acknowledge that in too many municipalities, government has not succeeded with the maintenance of infrastructure, manage water services properly, and respond with sufficient urgency,&#8221; he said.<\/p>\n\n\n\n<p>In this vein, public hearings will soon begin on the <strong>Water Services Amendment Bill<\/strong>, which Ramaphosa said will strengthen enforcement.<\/p>\n\n\n\n<p>This will &#8220;enable municipal managers who fail to manage water infrastructure to be held personally liable,&#8221;
