The City of Cape Town is implementing new safety measures for e-scooters, e-bikes, and other electric mobility devices on the Sea Point Promenade due to increasing concerns over pedestrian safety.<\/p>\n\n\n\n

The measures include a Sea Point Promenade Management Protocol, which will set a maximum speed limit of 8 km\/h, establish pedestrian right-of-way, and prohibit reckless riding.<\/p>\n\n\n\n

New signage will be installed to inform users of these regulations, and rental operators must comply with strict identification and safety requirements.<\/p>\n\n\n\n

The City said it aims to balance the use of these devices with the need to ensure a safe environment for all users, particularly vulnerable groups like children and the elderly.<\/p>\n\n\n\n

An enforcement plan will also be implemented to address non-compliance among operators.<\/p>\n\n\n\n

As the number and size of electric mobility devices increase, concerns have grown regarding rider behaviour, excessive speeds, and conflicts between pedestrians and riders in this shared space.<\/p>\n\n\n\n

To address these concerns, new measures will be implemented to enhance pedestrian safety and establish clear guidelines for the responsible use of electric mobility devices.<\/p>\n\n\n\n

The City\u2019s existing by-laws already empower the Recreation and Parks Department to regulate vehicles in public recreational areas, set conditions for their use, and impose speed limits.<\/p>\n\n\n\n

It said the National road traffic legislation and the City\u2019s Streets By-law also safeguard sidewalks for pedestrian use.<\/p>\n\n\n\n

These authorities provide the legal foundation for the new Promenade Management Protocol, signage, and enforcement measures.<\/p>\n\n\n\n

\u201cThe Sea Point Promenade is one of Cape Town’s most loved public spaces, but it has also become one of our busiest,\u201d said City Mayoral Committee Member for Community Services and Health Councillor Francine Higham.<\/p>\n\n\n\n

\u201cAs the number of electric mobility devices has grown, so have safety concerns. Our responsibility is to ensure that everyone – particularly children, older persons and people with disabilities – can enjoy the Promenade safely,\u201d she said.<\/p>\n\n\n\n

Formal compliance processes will start by September<\/h2>\n\n\n\n

Higham said these measures provide clear, practical rules that protect pedestrians while allowing responsible use of electric mobility devices.<\/p>\n\n\n\n

She explained that the Promenade is designed first and foremost as a pedestrian recreational space.<\/p>\n\n\n\n

While it accommodates a range of users, Higham said pedestrians must always be able to move safely through the area.<\/p>\n\n\n\n

\u201cThe City recognises that the speed, weight and increasing use of some electric devices – particularly high-powered sit-on scooters carrying more than one person – can pose a serious risk in crowded pedestrian areas,\u201d said the City.<\/p>\n\n\n\n

This can increase the risk of collisions in busy sections of the Promenade. <\/p>\n\n\n\n

The Recreation and Parks Department will finalise and publish the conditions governing the use of electric mobility devices on the Promenade and erect new signage by the end of August.<\/p>\n\n\n\n

In addition to the protocol, the City will begin installing signage explaining the speed limit, pedestrian priority, dismount and no-riding areas, safe behaviour and the applicable operating restrictions.<\/p>\n\n\n\n

The protocol will confirm:<\/p>\n\n\n\n

  • “A maximum speed of 8 km\/h in shared pedestrian areas<\/li>\n\n\n\n
  • Pedestrian right-of-way at all times<\/li>\n\n\n\n
  • No racing, weaving through crowds or reckless riding<\/li>\n\n\n\n
  • No riding on grassed areas<\/li>\n\n\n\n
  • Mandatory dismounting at identified congestion points<\/li>\n\n\n\n
  • One rider per device<\/li>\n\n\n\n
  • Appropriate age, supervision and safety requirements<\/li>\n\n\n\n
  • Identification requirements for commercial rental devices<\/li>\n\n\n\n
  • Restrictions on oversized and high-powered devices, and<\/li>\n\n\n\n
  • operating-hour and event-specific controls.\u201d<\/li>\n<\/ul>\n\n\n\n

    The City is in the process of finalising the technical requirements for high-powered rental devices, including controls on weight, passenger capacity, and maximum speed.<\/p>\n\n\n\n

    By September, the Recreation and Parks Department and the Public Trading Department will implement a formal compliance process for rental operators whose devices are used on the Promenade.<\/p>\n\n\n\n

    This process will cover operator and device identification, verified speed controls, responsible rental practices, incident reporting, public liability requirements, and regulations regarding the storage or collection of devices on public land.<\/p>\n\n\n\n

    Operators currently using the Promenade without formal permission will be required to comply within a specified timeframe. Failure to comply may result in enforcement action.<\/p>\n\n\n\n

    The City will also evaluate whether to limit the number and location of rental operators and devices to alleviate congestion in the busiest areas of the Promenade.<\/p>\n","protected":false},"excerpt":{"rendered":"
