{"id":870113,"date":"2026-08-13T16:30:00","date_gmt":"2026-08-13T14:30:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=870113"},"modified":"2026-08-13T16:24:19","modified_gmt":"2026-08-13T14:24:19","slug":"important-update-about-r30000-fine-for-people-with-solar-in-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/energy\/870113\/important-update-about-r30000-fine-for-people-with-solar-in-south-africa\/","title":{"rendered":"Important update about R30,000 fine for people with solar in South Africa"},"content":{"rendered":"\n<p>South African households with rooftop solar systems have been given an important update on the looming 30 September 2026 registration deadline.<\/p>\n\n\n\n<p>Eskom reportedly confirmed that residential customers will not be fined or disconnected simply for failing to register their systems by the date.<\/p>\n\n\n\n<p>This is the feedback from energy expert and EE Business Intelligence managing director Chris Yelland.<\/p>\n\n\n\n<p>Yelland <a href=\"https:\/\/x.com\/chrisyelland\/status\/2087403741553017134?s=20\" target=\"_blank\" rel=\"noreferrer noopener\">noted on X<\/a> that Eskom spokesperson Daphne Mokwena confirmed to him and the Organisation Undoing Tax Abuse (OUTA) that the utility would not impose fines or cut electricity because a residential solar system had not been registered by the deadline.<\/p>\n\n\n\n<p>The clarification follows months of warnings that households with unregistered solar installations could face penalties of up to R30,000 and possible electricity disconnections.<\/p>\n\n\n\n<p>Yelland, an energy adviser to OUTA, has long disputed Eskom&#8217;s interpretation of the legal requirements for solar registration.<\/p>\n\n\n\n<p>\u201cEskom has no authority to issue fines. It is not a court, it is not a statutory authority, it doesn\u2019t write the law, and there is no provision for Eskom to issue fines,\u201d Yelland said.<\/p>\n\n\n\n<p>He also questioned whether Eskom could disconnect a customer simply because a solar system had not been registered.<\/p>\n\n\n\n<p>\u201cWe believe that cut-offs are a threat, an empty threat, and that they have no basis in law,\u201d he said. He added that OUTA would challenge such disconnections if they were implemented.<\/p>\n\n\n\n<p>However, solar owners have been warned to distinguish between Eskom&#8217;s position, municipal requirements, and OUTA&#8217;s interpretation of the law.<\/p>\n\n\n\n<p>Registration requirements can vary depending on the type of installation, its connection to the electricity network, and the applicable distributor&#8217;s rules.<\/p>\n\n\n\n<p>Eskom has said registration is necessary for safety and to give the electricity system operator a better understanding of how much rooftop solar and battery storage is connected behind customers&#8217; meters.<\/p>\n\n\n\n<p>However, Yelland said that safety is governed by legislation and electrical installation requirements, including the Occupational Health and Safety Act, the Electrical Installation Regulations, and a valid Certificate of Compliance (CoC).<\/p>\n\n\n\n<p>\u201cIf you have a lawful Certificate of Compliance, your system is safe,\u201d he said.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Compliance with safety regulations is still required <\/h2>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/Chris-Yelland-1.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/Chris-Yelland-1-1024x576.jpg\" alt=\"\" class=\"wp-image-815021\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/Chris-Yelland-1-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/Chris-Yelland-1-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/Chris-Yelland-1-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2025\/03\/Chris-Yelland-1.jpg 1200w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><figcaption class=\"wp-element-caption\"><em>Chris Yelland<\/em><\/figcaption><\/figure><\/div>\n\n\n<p>The registration dispute comes after South Africa&#8217;s energy crisis prompted a rapid increase in rooftop solar installations.<\/p>\n\n\n\n<p>During the severe load-shedding period between 2022 and 2024, households installed thousands of megawatts of solar capacity, with many systems remaining connected to the electricity grid so homes could draw power when solar generation was unavailable.<\/p>\n\n\n\n<p>Eskom and municipalities subsequently increased efforts to identify and register these installations.
