{"id":871029,"date":"2026-08-20T09:07:25","date_gmt":"2026-08-20T07:07:25","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=871029"},"modified":"2026-08-20T09:13:36","modified_gmt":"2026-08-20T07:13:36","slug":"united-states-hands-another-win-to-south-africa","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/871029\/united-states-hands-another-win-to-south-africa\/","title":{"rendered":"United States hands another win to South Africa"},"content":{"rendered":"\n<p>The United States National Institutes of Health (NIH) has reportedly lifted a far-reaching ban on funding new research projects in South Africa, which was imposed by the Trump administration through an executive order in 2025.<\/p>\n\n\n\n<p>The order initiated a policy that the United States would not provide aid or assistance to South Africa, including halting all foreign aid to the country.<\/p>\n\n\n\n<p>It also started the US&#8217;s promotion of the resettlement of Afrikaner refugees.<\/p>\n\n\n\n<p>The withdrawal of aid and assistance to South Africa left the local healthcare industry scrambling, with the losses amounting to hundreds of millions of dollars, which had to be sourced elsewhere in the budget.<\/p>\n\n\n\n<p>However, <a href=\"https:\/\/www.science.org\/content\/article\/nih-lifts-ban-funding-research-south-africa#\"><strong>according to the journal, Science<\/strong><\/a>, the NIH has issued an internal memo declaring that the funding for new research is exempt from the order.<\/p>\n\n\n\n<p>The journal quoted NIH Director Jay Bhattacharya as saying that NIH grants are &#8220;distinguished from foreign aid or assistance&#8221; and are thus exempt from the 2025 executive order.<\/p>\n\n\n\n<p>This means that research funding can proceed, subject to various review processes.<\/p>\n\n\n\n<p>However, the same memo noted that, from 5 December 2026, the Fogarty International Research Centre will not process applications from South Africa or fund the training of South African scientists. <\/p>\n\n\n\n<p>This, it said, was because South Africa is an upper-middle-income country part of the G20, and doesn&#8217;t qualify.<\/p>\n\n\n\n<p>Despite the memo&#8217;s downside, the lifting of the ban on research funding will be a relief to many South African researchers who were unceremoniously cut off in 2025.<\/p>\n\n\n\n<p>President and Chief Executive Officer of the South African Medical Research Council, Ntobeko Ntusi, said the move was &#8220;a major opportunity for South African science&#8221;.<\/p>\n\n\n\n<p>It also adds to the recent positive strides in the US Senate, <a href=\"https:\/\/businesstech.co.za\/news\/trending\/870340\/united-states-quietly-gives-massive-relief-to-south-africa\/\"><strong>voting to extend the African Growth and Opportunity Act <\/strong><\/a>(AGOA) to 2028.<\/p>\n\n\n\n<p>The original ban on aid came as part of the Trump administration&#8217;s wider attack on South Africa for what it said were &#8220;egregious actions of the republic&#8221;.<\/p>\n\n\n\n<p>At the time, US President Donald Trump took aim at South Africa over its case against US ally, Israel, at the International Court of Justice over alleged acts of genocide.<\/p>\n\n\n\n<p>The US was also opposed to South Africa&#8217;s close ties to Iran, which Trump said reinvigorated Iran to develop commercial, military and nuclear arrangements.<\/p>\n\n\n\n<p>This, he said, was an &#8220;aggressive position&#8221; towards the United States and its allies.<\/p>\n\n\n\n<p>&#8220;The United States cannot support the government of South Africa&#8217;s commission of rights violations in its country or its undermining of United States foreign policy, which poses national security threats to our Nation, our allies, our African partners, and our interests,&#8221; he said.<\/p>\n\n\n\n<p>Despite the initial freeze on foreign aid, the administration later reinstated some life-saving assistance, including parts of the President\u2019s Emergency Plan for AIDS Relief (PEPFAR).<\/p>\n\n\n\n<p>However, in June 2026, the US State Department said the United States had decided to initiate a phased drawdown of PEPFAR as well.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Small win<\/h2>\n\n\n\n<figure class=\"wp-block-image size-large\"><a  data-lightbox=\"post-image\" href=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa.jpg\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa-1024x576.jpg\" alt=\"\" class=\"wp-image-856538\" srcset=\"https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa-1024x576.jpg 1024w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa-300x169.jpg 300w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa-768x432.jpg 768w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa-1536x864.jpg 1536w, https:\/\/businesstech.co.za\/news\/wp-content\/uploads\/2026\/04\/Bozell-Ramaphosa.jpg 1600w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/a><\/figure>\n\n\n\n<p>Despite the small reversal, South Africa remains at loggerheads with the United States over local policies and foreign relations.<\/p>\n\n\n\n<p>Washington has made concerted efforts to turn the screw on South Africa, particularly in trade negotiations.<\/p>\n\n\n\n<p>The country received one of the highest &#8220;Liberation Day&#8221; tariffs in April 2025, and was among the 60 countries hit with the follow-up Section 301 tariffs in 2026.<\/p>\n\n\n\n<p>The Trump administration has laid out a clear list of policy requests for South Africa to get on better terms with the US, which US Ambassador Leo Brent Bozell reiterated and outlined <a href=\"https:\/\/businesstech.co.za\/news\/government\/853477\/united-states-reveals-five-demands-for-south-africa-about-bee-expropriation-and-kill-the-boer\/\"><strong>back in March<\/strong><\/a>.<\/p>\n\n\n\n<p>The five \u201casks\u201d reflect the same demands put forward in 2025 to secure a better trade deal with the US, with the added demand of political non-alignment.<\/p>\n\n\n\n<p>The demands are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Protecting rural communities from violence, referring to the globally publicised\u00a0<strong>farm attacks.<\/strong>\u00a0In 2025, the US wanted this to become a priority crime focus.<\/li>\n\n\n\n<li>Condemning rhetoric that incites hatred and glorifies violence, referring to the infamous\u00a0<strong>\u201ckill the boer\u201d chant.<\/strong>\u00a0The US wants the government to publicly condemn this.<\/li>\n\n\n\n<li>Ensuring appropriation policies include fair and clear compensation standards, referring to the government\u2019s move to normalise \u201cnil\u201d compensation in\u00a0<strong>new expropriation laws.<\/strong><\/li>\n\n\n\n<li>Ending mandatory surrender of ownership or control of corporate decision-making as a cost of one\u2019s own business, referring to\u00a0<strong>South Africa\u2019s strict BEE policies<\/strong>.<\/li>\n\n\n\n<li>Ending its association with Iran and enemies of the United States and\u00a0<strong>becoming a non-aligned state<\/strong>,\u00a0as it purports to be.<\/li>\n<\/ul>\n\n\n\n<p>On each point, the South African government has not budged from its base position, and South Africa remains on icy terms with the Trump Administration.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The United States National Institute of Health has lifted a far-reaching ban on funding new research projects in South Africa, which was imposed by the Trump administration in 2025.<\/p>\n","protected":false},"author":10,"featured_media":862849,"comment_status":"open","ping_status":"closed","sticky":true,"template":"","format":"standard","meta":{"_sma_x_autopost_status":"posted","_sma_x_autopost_error":"","_sma_x_post_id":"2090335039854608421","_sma_facebook_post_id":"191437357620492_2181426656011067","_sma_instagram_post_id":"18123588421794223","_sma_x_attempts":1,"footnotes":""},"categories":[23],"tags":[26228,853,20932,10022],"class_list":["post-871029","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-government","tag-nih","tag-south-africa","tag-trump","tag-united-states"],"_links":{"self":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/871029","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/users\/10"}],"replies":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/comments?post=871029"}],"version-history":[{"count":2,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/871029\/revisions"}],"predecessor-version":[{"id":871042,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/posts\/871029\/revisions\/871042"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media\/862849"}],"wp:attachment":[{"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/media?parent=871029"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/categories?post=871029"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/businesstech.co.za\/news\/wp-json\/wp\/v2\/tags?post=871029"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
