{"id":874989,"date":"2026-09-13T10:00:00","date_gmt":"2026-09-13T08:00:00","guid":{"rendered":"https:\/\/businesstech.co.za\/news\/?p=874989"},"modified":"2026-09-11T18:11:29","modified_gmt":"2026-09-11T16:11:29","slug":"businesses-give-cape-town-top-marks-for-service-delivery","status":"publish","type":"post","link":"https:\/\/businesstech.co.za\/news\/government\/874989\/businesses-give-cape-town-top-marks-for-service-delivery\/","title":{"rendered":"Businesses give Cape Town top marks for service delivery"},"content":{"rendered":"\n<p>The City of Cape Town has achieved an overall Public Service Quality (PSQ) rating of 92 in the 2025\/26 <a href=\"https:\/\/www.investcapetown.com\/wp-content\/uploads\/2026\/09\/EoDB-BSS-Results_IC_July26.pdf\">Business Satisfaction Survey<\/a>, up from 86 in 2023\/24.<\/p>\n\n\n\n<p>This score places the City\u2019s performance in the \u2018good performance\u2019 band on a scale ranging from -50 to 150.<\/p>\n\n\n\n<p>To calculate this index, feedback was collected from 369 local businesses, which evaluated nine key municipal service indicators.&nbsp;<\/p>\n\n\n\n<p>In addition to these, digitisation was included as a tenth cross-cutting area to capture the impact of digital services on overall performance.<\/p>\n\n\n\n<p>The final rating of 92 comes from a mathematical combination of business ratings across four core dimensions.&nbsp;<\/p>\n\n\n\n<p>The first dimension is the overall performance of the city, where businesses rated the overall delivery of municipal services at 3.8 out of 5.&nbsp;<\/p>\n\n\n\n<p>The second dimension is the level of trust in the city, which measures the trust businesses have in local municipal governance. This aspect also received a score of 3.8 out of 5.&nbsp;<\/p>\n\n\n\n<p>The third dimension is role fulfilment, which assesses how effectively the City operates as a public service provider, and it likewise scored 3.8 out of 5.&nbsp;<\/p>\n\n\n\n<p>In the section evaluating the City of Cape Town&#8217;s performance compared to other public entities, its services are rated 4.1 out of 5, which is comparable to those of provincial or national government agencies.<\/p>\n\n\n\n<p>\u201cThis is proof that the reforms we are driving through our Ease of Doing Business programme are being felt on the ground,\u201d said Mayoral Committee Member for Economic Growth Alderman James Vos.<\/p>\n\n\n\n<p>\u201cThe intention of this programme is simple: to further a culture of service, accountability and speed within the City, because in business, time is money,\u2019 said Vos.<\/p>\n\n\n\n<p>Obtaining a business license, informal trading permits, electricity and water connections, and wayleaves received generally positive ratings.<\/p>\n\n\n\n<p>These showed measurable improvements in complexity, affordability, additional costs, and turnaround times since the last survey. We will continue to focus on simplifying our highest-impact development processes and strengthening coordination between departments,\u201d said Vos.<\/p>\n\n\n\n<p>He explained that the City will need to focus on giving businesses more certainty and visibility on where their applications stand.&nbsp;<\/p>\n\n\n\n<p>\u201cThat is how we keep Cape Town the easiest place in South Africa to do business,\u201d said Vos.<\/p>\n\n\n\n<p>The report highlighted that business size influenced how applicants experienced City processes. <\/p>\n\n\n\n<p>It found that across different service areas, businesses were not asking the City to remove necessary rules, checks or approvals. <\/p>\n\n\n\n<p>Their comments pointed to a simpler and more practical need of wanting clearer information, more responsive communication, easier access to support and greater visibility of progress.<\/p>\n\n\n\n<p>The report noted that in many cases, businesses accepted that City processes require time, documentation and careful review. <\/p>\n\n\n\n<p>It indicates that the important point was whether they understood what was happening, what was still required and who could help them move the process forward.<\/p>\n\n\n\n<p>The report showed that across service areas and business sizes, businesses were looking for a City experience that &#8220;felt clearer, more predictable and better supported.&#8221;<\/p>\n\n\n\n<p>While many needs were shared and similar, the emphasis differed according to business size, experience and the complexity of the application.<\/p>\n\n\n\n<figure
