per litre petrol prices in South Africa in sight"},"content":{"rendered":"\n<p>The trajectory for petrol prices in South Africa is worsening, with the latest recovery data from the Central Energy Fund (CEF) pointing to levels above R29\/litre in October.<\/p>\n\n\n\n<p>The CEF&#8217;s data for the end of the second week in September shows an under-recovery of R2.29 per litre for petrol 95.<\/p>\n\n\n\n<p>At current prices (R26.92 per litre in September), this would put pump prices at R29.21 per litre in October, if carried through.<\/p>\n\n\n\n<p>Not only would this be a new record high for petrol prices in the country, but it would also put the R30\/litre mark in sight.<\/p>\n\n\n\n<p>Prices could be pushed even closer to the R30\/$ level if the slate levy is increased once again.<\/p>\n\n\n\n<p>Making matters worse, recoveries are being hit from both ends.<\/p>\n\n\n\n<p>Global oil prices continue to rise, again approaching the $110-a-barrel level on Monday (14 September), trading at $108 a barrel.<\/p>\n\n\n\n<p>The rand, meanwhile, has also weakened against the US dollar, pushed back to R16.25\/$.<\/p>\n\n\n\n<p>A consolation is that the rand\/dollar exchange is still offsetting higher oil prices, but the relief is diminishing as the local unit weakens.<\/p>\n\n\n\n<p>The rand is coming under pressure as renewed supply disruptions in the Middle East pushed oil prices higher.<\/p>\n\n\n\n<p>Investors are also looking ahead to the US Federal Reserve&#8217;s policy meeting later this week for clues on the interest rate outlook. <\/p>\n\n\n\n<p>Rising oil prices have pushed petrol under-recoveries to around R2.40 per litre, while the rand\/dollar is offsetting this by about 14 cents per litre.<\/p>\n\n\n\n<p>Diesel prices are in a similar boat, with another steep under-recovery threatening to deliver another record-high for wholesale prices in October.<\/p>\n\n\n\n<p>These are the latest recoveries:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Petrol 93:<\/strong> <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">increase<\/mark> of R2.17 per litre<\/li>\n\n\n\n<li><strong>Petrol 95:<\/strong> <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">increase<\/mark> of R2.29 per litre<\/li>\n\n\n\n<li><strong>Diesel 0.05% (wholesale): <\/strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">increase<\/mark> of R1.87 per litre<\/li>\n\n\n\n<li><strong>Diesel 0.005% (wholesale):<\/strong> <mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">increase<\/mark> of R2.22 per litre<\/li>\n\n\n\n<li><strong>Illuminating paraffin: <\/strong><mark style=\"background-color:rgba(0, 0, 0, 0)\" class=\"has-inline-color has-vivid-red-color\">increase<\/mark> of R2.39 per trajectory for fuel prices in October has led to calls for the National Treasury to step in once again to shield motorists from the pain to come.<\/p>\n\n\n\n<p>National Treasury intervened with fuel prices in April, where it cut R3.00 per litre from the general fuel levy to spare motorists from R6 and R10 per litre hikes in petrol and diesel.<\/p>\n\n\n\n<p>Without the intervention, petrol prices would have been hiked to R29.63 per litre\u2014even higher than the October projection.<\/p>\n\n\n\n<p>Unions and civil action groups have called on Finance Minister Enoch Godongwana to take similar action to shield drivers once again.<\/p>\n\n\n\n<p>Godongwana has addressed the concerns, noting that the government cannot disrupt the budget to shield consumers from every shock they face.<\/p>\n\n\n\n<p>While not explicitly ruling out intervention, the minister said that any government intervention will come with a trade-off.<\/p>\n\n\n\n<p>With the April relief, the fuel levy cuts over the period came at a &#8216;cost&#8217; to the fiscus of over R17 billion in lost revenue.<\/p>\n\n\n\n<p>These losses would have to be collected elsewhere to ensure the budget remains balanced.<\/p>\n\n\n\n<p>Godongwana noted that the shortfall would be funded through a combination of higher-than-expected tax revenue and underspending by government departments.<\/p>\n\n\n\n<p>For October, he said that for the government to provide additional relief to consumers now, the cost would have to be weighed against the impact on other spending priorities, taxation, and government borrowing.<\/p>\n\n\n\n<p>\u201cAny further intervention would need to balance immediate relief to households and businesses against the severity and duration of the shock and available fiscal space, while preserving fiscal sustainability,\u201d he said.<\/p>\n\n\n\n<p>\u201cGovernment cannot fully insulate consumers from a sustained increase in international oil prices, particularly as South
