you can expect new 40km\/h speed limits for South Africa"},"content":{"rendered":"<p>The Department of Transport hopes to implement new speed limits on South Africa&#8217;s roads by the end of the year.<\/p>\n<p><a href=\"http:\/\/www.news24.com\/SouthAfrica\/Local\/Maritzburg-Fever\/New-road-rules-for-South-Africa-by-end-of-the-year-20150605\" target=\"_blank\">Wheels24<\/a> reported that the proposed legislation would have to be presented to cabinet, be discussed in Parliament and include public input;\u00a0however, spokesman Ishmael Mnisi said his department hoped to implement proposed regulations by the end of 2015.<\/p>\n<p>The government wants to reduce the general speed limit from 60km\/h to 40km\/h, and has gazetted the proposals.<\/p>\n<p>In the latest government gazette, published on 11 May, the department opened the changes to public comment.<\/p>\n<p>The new proposed speed limits are:<\/p>\n<ul>\n<li><strong>40 kilometres per hour,\u00a0<\/strong>applied to every public road, or section thereof, situated within an urban area.<\/li>\n<\/ul>\n<ul>\n<li><strong>80 kilometres per hour<\/strong> on every public road, or section thereof, other than a freeway, outside an urban area.<\/li>\n<\/ul>\n<ul>\n<li><strong>120 kilometres per hour<\/strong> on freeways\u00a0\u2013\u00a0provided that a speed limit of 100 kilometres per hour applies in cases where a freeway passes through a residential area.<\/li>\n<\/ul>\n<h3 class=\"my-4\">Other proposals<\/h3>\n<p>Other proposals put forward for public comment include specific times that vehicles over 9 tons can be on the road, and new \u2018powers\u2019 of evaluation given to examiners at the time of licence renewal.<\/p>\n<p>It\u2019s proposed that heavy vehicles may not operate on a public road in an urban area between 06:00 and 09:00, and 17:00 and 20:00, Monday to Friday (weekends and public holidays are exempt).<\/p>\n<h3 class=\"my-4\">Licence renewal<\/h3>\n<p>Also included in the proposals are amendments to\u00a0renewing a licence.<\/p>\n<p>According to the gazette, before obtaining a new driving licence an examiner may now, \u201cby observation, inquiry, and practical test\u201d, evaluate if you:<\/p>\n<ul>\n<li>Have a licence that matched the class of vehicle you drive.<\/li>\n<li>Know and understand road traffic signs.<\/li>\n<li>Have a \u201csound understanding\u201d of the rules of the road.<\/li>\n<li>Are not subject to any disqualification criteria.<\/li>\n<\/ul>\n<p>Applicants won\u2019t be required to take a written test.<\/p>\n<h3 class=\"my-4\">More on driving in
