South Africa’s top government managers will now be required to take this online course before getting the job

The Department of Public Service and Administration has introduced a pre-entry certificate for South Africans applying for a job in the Senior Management Service (SMS).

In a circular published in November 2019, the department said that the certificate will be one of the mandatory entry requirements for the service from 1 April 2020.

To get this certificate, applicants are required to complete an online course. The cost of the course is R265 and is expected to take approximately 120 hours to complete.

Top earners 

Data published by the Department of Public Service and Administration in October shows that top government managers can earn very competitive salaries.

The minister of public service and administration, Senzo Mchunu, said that national and provincial managers are split into two categories – middle management service and senior management service.

Mchunu said that these managers are remunerated by means of total cost-to-employer packages, which include the following macro benefits:

• Employer contribution to the Government Employees Pension Fund;
• Employer contribution to a registered medical aid scheme;
• 13th cheque;
• Housing benefit.

Mchunu said the starting level for a middle-management service (MMS) manager at the provincial level is R779,435, rising to R947,802.

Senior management service (SMS) managers can earn anywhere between R1,076,222 and R1,984,885.
