Vodacom-Neotel Icasa approval raises eyebrows

Cell C said it is concerned that four days since the approval of the Vodacom-Neotel transaction, the Independent Communications Authority of South Africa has not published its decision, nor explained it.

“With the exception of comments attributed to the outgoing chairman, Dr. Stephen Mncube in a news report, Icasa has remained mum on the approval of this transaction,” said Cell C.

There has also been no mention of the ownership and transfer of Neotel’s spectrum, which Cell C said was the most contentious issue raised by industry stakeholders.

“The only confirmation Cell C has received to date is in the form of a letter from Neotel informing Cell C of Icasa’s approval and the ‘short public consultation’ that is pending on the conditions.”

Cell C said it has written to the authority seeking confirmation and an explanation of its decision.

The mobile operator reiterated it is steadfast in its opposition to the merger, and warned that it will use all legal avenues to prevent it.
