Major tech firms among e-toll sub-contractors
Government has revealed 27 of the 33 sub-contractors working with the Electronic Toll Consortium (ETC), the core contractor appointed by SANRAL to roll out Gauteng’s e-toll project.
The list contains the names of some major tech and telecoms companies, such as Vodacom, Neotel, Internet Solutions and Gijima.
In the interest of transparency surrounding the controversial project, the DA and other interested parties, such as OUTA, have been calling for the names of the companies to be made public.
SANRAL and ETC initially refused to identify the names on the list.
In a statement on the DA website, Ian Ollis, shadow minister of transport said that making the names public was “a step in the right direction”.
He said further that the DA would “scrutinise these names and look closely for any political connections that may have influenced the appointment of these subcontractors”.
Speaking at a breakfast hosted by The New Age in Cape Town (16 August 2012), transport minister, Ben Martins acknowledged the lack of transparency in the first phase of the e-tolling project, and committed himself to making all relevant information available in future.
“There has to be transparency. There has to be information,” he said.
The e-toll list
In making the list of sub-contractors public, Martins emphasised that “SANRAL has one contractor to whom it looks to for performance under this contract, namely Electronic Toll Collection (ETC).”
He highlighted that, although ETC may have subcontracted part of the work, it is solely ETC that is accountable to SANRAL, and that SANRAL has no contractual relationship with the sub-contractors.
“SANRAL has one contractor to whom it looks to for performance under this Contract and has no contract with the subcontractors,” he said.
