World’s biggest foreign aid donors
Foreign aid donations to developing countries hit an all-time high, according to the Organisation for Economic Co-operation and Development (OECD), reaching a total of US$144.1 billion in 2013.
According to OECD, Development Assistance Committee (DAC) member nations donated a total of US$134.8 billion in foreign aid in 2013.
This figure is 6.1% higher than official development assistance (ODA) delivered in 2012, after two years of falling volumes.
Non-DAC countries added US$9.34 billion in donations.
Bilateral aid to sub-Saharan Africa was US$26.2 billion, 4.0% lower in real terms from 2012, while aid to the African continent fell by 5.6% to US$28.9 billion.
“Excluding debt relief, which was high in 2012 due to assistance to Côte d’Ivoire, net aid in real terms rose by 1.2% to sub-Saharan Africa but fell by 0.9% to the continent as a whole.”
“An annual survey of donor spending plans by the OECD indicated that aid levels could increase again in 2014 and stabilise thereafter,” OECD said.
“However, a trend of a falling share of aid going to the neediest sub-Saharan African countries looks likely to continue.”
The world’s biggest donors
The largest donors by volume were the United States, the United Kingdom, Germany, Japan and France.
The US remained the largest donor by volume with net ODA flows of USD 31.5 billion, an increase of 1.3% in real terms from 2012.
Most of the increase was due to humanitarian aid and support for fighting HIV/AIDS, OECD noted.
“By contrast US net bilateral aid to Least Developed Countries fell by 11.7% in real terms to US$8.4 billion due in particular to reduced disbursements to Afghanistan.”
Net ODA disbursements to sub-Saharan Africa fell by 2.9% to US$8.7 billion.
A number of non-DAC members also made significant donations in 2013, amounting to a further US$9.34 billion.
The United Arab Emirates (UAE) saw the largest increase in donations over both groups, due to exceptional measures to address financial and infrastructure needs in Egypt.
The UAE’s ODA to gross national income (GNI) ratio rose to 1.25%, the largest reported share of any country in 2013.
