Major new high-end shopping mall in the works for South Africa – surrounded by sugar cane and farmlands

Property developer the Moolman Group is working on the 30,000-35,000 sqm Greenhills Mall in KwaZulu-Natal.
The development, which has a proposed opening date of October 2025, is set to serve the wider Empangeni region as the dominant retail facility.
“Scenic Empangeni is located in the hilly countryside of the King Cetshwayo District, surrounded by luscious sugar cane and green farmlands. It is but a stone’s throw to KwaZulu-Natal’s major economic hubs,” the Moolman group said.
“The location of Greenhills Mall has been carefully planned to ensure easy access: centrally located on the R102, just off the N2 and John Ross Highway [R34], which is the main intersection of Empangeni. Located 3.5 kilometres from the CBD and within proximity to higher-end neighbourhoods, this is the ideal location for attracting the full spectrum of shoppers.”
The developer said there is a need for a centralised shopping centre in Empangeni that caters to the middle and affluent markets and aspirational consumers in its catchment area.
The town’s retail activities are currently scattered around the CBD and surrounding suburbs, with the 34,000 sqm Empangeni Shopping Centre being the largest retail offering.
Due to an undersupply of parking facilities, lack of access, safety and general deterioration of the CBD, the group expects Greenhills Malls to be their preferred destination.

Anchor Tenants to the area include Checkers, Woolworths, Clicks, DisChem and Shoprite, with over 100 tenants lined up.
